The Compassionate use of Medical Cannabis Pilot Program Act (Act 410 ILCS 130) was signed by the Illinois governor Pat Quinn on August 1, 2013. Scientists discovered that by using Marijuana, patients could get relief from debilitating medical conditions. Marijuana is a scheduled I narcotic. Narcotics are drugs which have psychoactive chemical properties. The main question asked by people is that, can prolonged usage of marijuana lead to addiction? I can understand the fact that marijuana can be really harmful to youth. When used by adolescents, the effects are going to be permanent and crucial since it is a major time of brain development. The major effects include long term or even permanent impairment in cognitive ability. Marijuana can cause major pulmonary diseases like tobacco does. The article named “Legalizing Cannabis: A physician’s primer on the pulmonary effects of Marijuana” showed that “an estimated 23.9 million Americans aged 12 or older were current illicit drug users. Marijuana (cannabis) was the most commonly used drug, with 18.9 million users, an increase from 14.5 million between 2007 and 2012.” As per this statistics, peoples’ drug usage tend to get higher each year, and one of the most widely used drug was cannabis. In Illinois, this drug is held under oversight – stronger protection. Three government departments oversee it. The Illinois Department of Public Health does the patient registry, the Illinois Department of Agriculture does the cultivation of this drug, and Illinois Department of Financial and Professional Regulations does the dispensaries (drugabuse.gov). So, this drug cannot be abused easily, or cannot be used for unintentional purposes. In order to purchase this drug, you will need a valid identification, and a prescription from a certified doctor. Since the distribution of this drug is minimal, they can find the source where the user received it. It will be really hard to resell this drug, because each patient get so much to get relieved from their illness. And if they try to resell the marijuana, obviously they are not going to get better from their medical condition. Along with that, the doctors can easily distinguish whether the patient used cannabis or not. And, if the doctor realize that the patient did not used the drug, then they can check with the government agencies to see if the patient got the drug or not. Then they can report to the government agencies if any drug abuse occurred. Thus, our government forces can stop illegal drug deals easily. The Illinois department of public health would check the reports, and identification before issuing the drug.
