The government can enforce these programs, operations, and camps anytime they feel threaten of revolt of democracy, or when there are too many riots to control. Initially, Operation Garden Plot and Cable Splicer was also intended for illegal aliens that crossed the Mexican/US border where they will be held in old military bases turned into FEMA camps. The only motive why they would make these two sub programs is to allow the government to have a reason to have the camps.
