▪ What is the intent of the Litmus Test. The intent of the Litmus test is to help identify if your company is a learning organization. By conducting litmus tests you can determine if your company qualifies as a learning organization. As Garvin explains “the presence of these traits does not guarantee the existence of a learning organization.” In order for a company to be shaped into a learning organization “practices and processes” must be implemented. Action must be taken to help transform the company into a learning organization. I have identified 2 of the 5 litmus tests that my employer is associated with. As the only electric utility company for the city of New York, we have dealt with a number of incidents that have been detrimental to our reputation. In 2012, a natural disaster occurred (Super storm Sandy). We were not prepared at all for this storm. The water flooded our systems, which caused thousands of customers to loose service for a long duration. Governor Cuomo even attempted to revoke our electric license. The reality of the situation is our company was not equipped to handle such a storm and as Governor Como stated “, Utilities are entrusted to provide safe and adequate utility service.” Reflecting on our past experiences we have adapted a contingency plan to preclude any future disasters. We have established specific task forces to deal with the media, mutual aid, customers and restoration process. We have also started a storm hardening (Sandy Restoration process) in which we are advancing smart grid designs to help reduce customer outages, building and installing protective barriers around critical equipment, and redesigning two underground electrical networks in lower Manhattan, and one in Brooklyn.
