Major implications for providing meaningful access to the broad curriculum involve a comprehensive approach. Proper instructional accommodations represent one piece of this picture (Elliott & Thurlow, 2000). Additional elements include the arrangement when it comes to curriculum domains, time allotments and determinations about what needs to be included or excluded (Nolet & McLaughlin, 2000). The five imperatives noted in the white paper allocate how equal access inhibits academic support which also describes characteristics of successful programs aimed at supporting developmental research. Nearly every state in the nation needs to implement some type of funding reform, specifically targeting to institutions and the rising tuition costs. Sharing a common objective that all students must be held to high standards of ethics, morals and standards of learning, many states dramatically reorganized their educational methods in an effort to show greater culpability for student results. An important challenge encountered by many educators will be to preserve high educational principles for all developmental students, while also ensuring that each student’s specific instructional necessities are met. These objectives need not be seen as mutually exclusive. These specifications can assist as the motivation for a more meaningful instructional preparation for under prepared students within the higher educational institution, resulting in achieving higher completion rates (Thompson, Johnstone, & Thurlow, 2002). Funding models should provide a wider array of learning opportunities as a result of administrators and stakeholders examining the importance of incorporating support systems across secondary and postsecondary institutions. In addition, the Council of Learning Assistance and Developmental Education found that educators get that curriculum alignment across elementary through college assisted in their understanding on how to create meaningful lessons and better define what is required of students (Thompson et al, 2002).
