Implications and Recommendations The use of health information technology has evolved over the years to become an integral part of the patient care. Note to mention that technology in healthcare initially was driven by hospital shared accounting system, then, it changes to drugs and reimbursement program. The system has expanded to the point that at the corner of 21 century, health technology is different from what it was before. Meanwhile, complementary technologies integrate the system. It started with electronic medical record (EMR) and progresses to electronic health record (HER) or e-health that involves the use of computer and other computer-based devices to collect, store, and retrieve data that are in turn transformed into information for meaningful use; thus, the term of health information technology (HIT). In attempt to forecast meaningful use of health information technology, it is possible to list other emerging health information technology devices, such as mobile health (m-health) and ubiquitous health (u-health) that will not be part of the discussion in this paper. For the record, meaningful use of electronic health record is based on care outcome reimbursement, whereas any clinical decisions should aim to support quality care at a low cost. In the medical field there have been a lot of technological advances and making health records electronic is one of them. The days of having a paper health record are almost obsolete. An electronic health record keeps a patient’s medical information and history on a computer which is accessible to more people in less time. I will explain how the continuity, communication, coordination and accountability of the electronic health record can help the medical office. I will explain what can be included in the electronic health record. As an advocate of the electronic health record I will also explain some disadvantages to the electronic system.

EHR was created to have a technical way to securely exchange private and personal medical health information in hopes to improve the quality of care, decrease medical errors, limiting paper use, reduction of health care cost, and increasing a person access to affordable health care. A mandate was created for EHR stating that health records can be accessible to all facilities with patients having the capability to access their own health records at any time. Ameliorating the quality and convenience of care given to a patient, allow for cost saving measures, engage the patient and family to participate in their care, improve accuracy of medical diagnosis, and enhance the efficiency of the overall outcome of the patients’ health.
Meaningful used is defined as the set of standards by the Centers for Medicare and Medicaid Services (CMS) incentive programs that governs the use of the electronic health record (EHR) and allows eligible providers and hospitals to earn incentive payments by meeting specific criteria (Baker, 2013, p. 607). This paper will provide an overview of the Meaningful Use program and an analysis of the implications for nurses, nursing, national health policy, patient outcomes and population health associated with the collection and use of Meaningful Use core criteria. Meaningful use may have helped the increase in implementation of healthcare information technology by providing overall the best quality and safety we can for the patients. HIT made it easier for doctors and administrators to provide better care for patients. Electronic Health Record (EHR) focused on the patient’s well-being. The healthcare industry is in the midst of a major change from paper based medical record keeping to electronic medical record keeping. As part of the American Recovery and Investment Act of 2009, the Health Information Technology for Economic and Clinical Health (HITECH) Act was passed (Office of the National Coordinator for Health Information Technology, 2014). HITECH is the U.S. Government’s first major contribution to the change from paper to electronic health information technology by setting meaningful use incentive program for Medicare and Medicaid providers that met certain requirements. Healthcare professionals that meet the meaningful use criteria will be awarded financially, and those that don’t meet the 2015 guideline will be penalized. Use of EHR (electronic health records) in United States has increased in past years and have gained widespread use in the country. The use of EHR-Electronic Health Records or EMR-Electronic Medical Records and the systems that support them have gained standardized collection of health information and data for patient and healthcare providers. The purpose of this paper is to identify and describe two health information and communication technologies (HICTs) and how they aid nurses in supporting safe, quality care, facilitating continuity of care and care coordination, and partnering with patients and families to increase participation in health care. HICT involves electronic creation, storage, exchange, and analysis of health information to advance delivery of health care. Widespread use of HICT within the healthcare industry can achieve the following goals: improve healthcare quality and safety, reduce costs and health disparities, enhance clinical research, and ensure security of patient health information (McGonigle & Mastrian, 2015). Several examples of HICTs include: electronic medical record systems, electronic prescribing, consumer health applications, and telehealth (Agency for Healthcare Research and Quality [AHRQ], 2015). Integration of HICTs in healthcare settings is valuable for all clinicians, but most importantly nurses as they are primary caregivers.
It is important to understand that patients are very satisfied with electronic health systems. For example, patients see a vast improvement in the speed at which they are being seen when they go their doctors’ office. Patients no longer have to wait on their physicians for hours due to the fact that their information can be readily available to their physicians when they come to see them.
