There needs to be a different approach to see where there needs to be changes in the law. Maybe, the Commonwealth could start off by having dispensaries in only small population counties and moving on to larger population counties. The Commonwealth can ultimately adjust any issues and prevent those issues in large population neighborhoods. Additionally, there needs to be clear laws on using medical marijuana in public, while using a vehicle, and who can and cannot be a caregiver.
