What’s the best way to lower the homicide rate? By stopping homicides before they happen? At least that’s what the precrime police thought. Neuroin, a new drug introduced into society causes major birth defects in children of moms that use it. Many did not survive, but three were saved. They had an unwanted gift though. They could successfully predict future homicides by visions they receive. These children, called precognitives or precogs, help the department of precrime to completely stop murders in Washington D.C. for 6 years. The security is higher, using a scan of the retina, which is more reliable than a fingerprint, a signature or a pin number. The computers are highly advanced, no longer having touch screens, but projections that can be maneuvered by hand motions. Cars that drive themselves in the far future seem much safer, and more convenient. Minimal crashes will occur, and a person could do other things instead of driving, say finishing a reaction paper… Although the precrime was a good idea, it proved to be unreliable and manipulatable, the precrime police did decide to take it down in the end, returning to more reasonable methods of fighting crime. With good always comes bad. I mean, how would we define what is good without the evil? With the updated technologies came things like new, more detrimental drugs, and attempts to get around these new technologies. The removing or replacing of eyeballs is an example of a retaliation to these new technologies. But, you have to expect people will find new ways to cheat the system and get around new securities. This paper discusses the establishment of terrorism as a crime that can be committed domestically has changed policing, how and why it has changed policing, along with examples. Next, this paper explores whether or not the number of victims of racial profiling has increased over the last decade. This paper also discusses the laws and services which are available for victims of racial profiling. What other actions might be taken on behalf of victims of racial profiling will also be explored in this paper. Lastly, has the Department of Homeland Security helped fight terrorism, or has it simply duplicated the efforts and jurisdictions of other agencies and how has it helped, will be discussed in this paper.
One may consider how racial profiling began. The term was initially instituted in the 1970's while rebuffing medication traffickers. In 1985, the Drug Enforcement Organization made a system called Operation Pipeline. This system was constituted of cops who were prepared in a particular way to target people who drove in specific ranges in light of their age and race. In communities where there are heavy percentages of racial and ethnic minorities, racial profiling can cause a gap between them and law enforcement departments. Communities and officers work better together if they are in a positive relationship. However, when the two parties are at odds with each other due to racial profiling, it diminishes the ability to find criminals and probe crimes and also minimizes belief in these agencies (Head). With racial disparity within the criminal justice system, I would be approaching how blacks and Latinos are targeted and approached in a more aggressive manner than that of a white American. Today’s world we deal with multiple cases of racial profiling. Turn on the television, internet or just the latest talk and you’ll hear about it. "Racial Profiling" describes a discriminatory practice by law enforcement officials of targeting certain people for suspicion of crime based on the ones ethnicity, race, origin or religion. The term first came about during the war on drugs in the 1970s and 1980s, when law enforcement were accused of pulling over motorists over their race and then searching their vehicles for illegal substances. Crime should be punished regardless of whether black, white or Hispanic committed. However, police profiling is not about punishing a certain individual for a certain crime that is being investigated. Thus, some officers make the crime to be by minority through unreasonably targeting them with unfair searches based on their color of their skin. Police profiling and how the police treat suspects should not be mixed up. An instance of harassment or abuse by a police officer based on race is racism, and should not be characterized as police profiling.
