Clearly, the Monroe Doctrine was a threat to European countries because it explained that if a European country starts a settlement in the Americas, the United States will start a war. What led up to the Monroe Doctrine was when Mexico broke free from Spain in the year of 1821. President James Monroe got worried that European countries would take over the independent Mexico so he and Secretary of State, Adams shared ideas of how to avoid this from happening.
