CCMA is a private company that has private and public services. Public services are regulated by National Government (Confecamras, n.d.), while private services works with market logic and compete with other companies´ services.
Since CCMA develops some public services, it can be affected by normative changes, which could imply for the company a reduction of its incomes or a rise of its operational costs.
Due to these facts the CCMA must reduce its level of dependency of political factors, generating more incomes through its private services, which means that this public threat makes evident an opportunity of developing new services and growing the scope of the actual private services. Whiting") They also argued that the law's use of E-Verify to confirm a potential employee's legal status, conflicted the federal law's provision to make the system voluntary. In a 5-3, the Supreme Court of the United States upheld the Arizona law.
