On 010/05/2016, I, Chad Agnew, was working as a patrol officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately1415 hours, officers were dispatched to the Rhatigan Student Center for a suspicious character. Dispatch notified all officers that they were still gathering more information at the time but the suspicious character was a black male with crutches. They also said the subject was yelling someone had a gun.

Legal empirical researchers are using statistical analysis to categorize crime data. Combining both data and legal analysis, this concept led to a new movement of a development of law. Statistics show there are 2.3 million incarcerated in correctional facilities in the United States. At the State and Federal prison systems, one in five prisoners is incarcerated for a drug offense (Peter Wagner). Maryland has more than 20,000 inmates, 58% were for nonviolent offenses, costing the state close to 1 billion dollars per year. On average one inmate costs the state over 37,000 dollars

Julie Hilt is the executive director of the Solano County Bar Association. Julie realized that Solano County didn’t have a restorative justice program. Julie realizes this program is new to Solano County and hope the program is supported in the community. Julie states the purpose of the restorative justice program in Solano County focus is to restore the community and promote healing after a crime; the process has additional benefits, such as increased restitution for victims, greater satisfaction with the system and potentially lower recidivism. Julie believes the restorative justice program is designed to teach the offender to be accountable for their wrong doings. Julie says the practices of the program are allowing the victim(s) who is willing the opportunity to come forward and participate in a face to face meeting with offenders.

In 1962, in Cleveland Ohio, an officer saw 2 gentleman that he thought to believe were committing crimes. Cleveland Police Detective McFadden saw two men, John W. Terry and Richard Chilton, standing on a street corner. Detective McFadden believed these men were acting suspiciously. He observed the them walk back and for in an identical pattern only pausing to stare into a certain stores windows and then return to the rendezvous point and converse. Mr. McKneely said the officers were not addressed the previous evening since "we give officers regularly a day or so to go home and consider it." Mr. Sterling did not have a weapon in his hands although it is said that he had a weapon in his possession this did not justify the reason for police to shoot him, there has been many occasions where the police have made an arrested and have found a weapon on someone, but they did not shoot them.
It has been three years since James Holmes entered a theatre in Aurora, Colorado and began firing at every person in the theatre. The theatre was showing a debut for “The Dark Knight Rises” when Holmes entered wearing head-to-toe gear and a gas mask. This story rattled the nation as it made movie theatres a thing to fear. Now, three years later, it has been announced that Holmes will spend life in prison (Pearson, 2012). The process of restorative justice was not used in the case itself, but examples of restoration can be seen in areas surrounding the case.
Zion first became involved in the justice system at age 14. His legal history includes two intake contacts. Zion has had an intake contact for a felony offense. None of the intake contacts was for felony offenses against another person. He has no history of escape. He has had three juvenile detention confinements. On May 18, 2017, Zion was released from detention to the custody of his guardian and was ordered on electronic monitoring.
