Abstract New Horizons Community Mental Health Center offers is outpatient substance abuse intervention. The Substance Abuse Program (SAP) attempts to assist clients with an insight of what has lead to their addiction as well as skills to remain sober (New Horizons Community Mental Health Center, 2014). The program has implemented five elements of intervention. They are group therapy, support groups, individual counseling and urinalysis. The therapists apply motivational enhancement therapy, cognitive, therapy, and psych-educational therapy (New Horizons Community Mental Health Center, 2014). A therapist assist each client to set individualized goals, the following goals appertain to all clients. Clients are to live a drug-free lifestyle; improve their social skills build up their self-esteem, become motivated and develop personalized prevention plan (New Horizons Community Mental Health Center, 2014). The target population is anyone living in a residence in the Miami Dade with a substance abuse diagnosis. At the time of admissions and discharge, demographic questions are filled out in order to keep track of the target populations, anyone with a substance abuse diagnosis in Miami-Dade County(New Horizons Community Mental Health Center, 2014). The program implements some effective program evaluations in order to identify if the residents or homeless people of Miami-Dade county are receiving services but the agency has no measurement of the success of the clients it serves(New
