Introduction
In 2015, the Washington, D.C. unemployment rate ranged between 6.6% to 7.4%. (Databases, Tables & Calculators by Subject, 2016). However, the unemployment rate for African Americans was 13.3%. (Unemployment rates for African Americans by state in 2015, 2016; Griffin, 2011). Over the years, Washington, D.C. has been plagued with high dropout and high crime rates. Some people believe these structural issues have causes the high rate of unemployment. Sociologist Michael Hodge, Ph.D., chair of the Morehouse College Department of Sociology states that discrimination (it) is still a factor in the high unemployment of African Americans, but there are some other structural factors at work as well. One of which is education. “We have a lower rate of high school completion and college graduation, and that is particularly true among Black men today.” (Griffin, 2011) He also states that another structural challenge is the shifting of the U.S. economy away from a manufacturing to a service job.
