Many students look forward to interruptions during class. Little did the Scoggins Middle School students know that the voice over the speaker would tell them to leave the building immediately. On Monday, February 5th, in an email sent to parents, Principal Barbara Warner said that a power outage triggered a mechanical issue that created smoke. “I was back in my little corner in my classroom and Mrs. Warner said we need to evacuate,” Scoggins teacher Christopher Jackson said. “I saw the smoke. That’s why I gave the order to evacuate the building,” student resource officer John Walls said. Officer John Walls is the student resource officer at Scoggins Middle School. I performed my field experience at Chiefland Elementary. Chiefland is a very small town with the population of six thousand. There are over eight hundred students enrolled at Chiefland Elementary. There are fifty-two instructional staff members and two administers. In those fifty-two staff members, there is one African American teacher and one male teacher; the rest are women. This is a white dominate school. In the school there is 73% Caucasian students, 17% African American students, and 4% Hispanic students. There is only 3% of students that are ESOL and 5% are Gifted and Talented. This semester we learned that in small areas and with low income schools, there are more Hispanics and African American people. In this case, Chiefland Elementary

The school was oblivious to what Kehoe was doing. No one felt any kind of a threat from Kehoe. They just thought he was bitter due to losing the election. Kehoe planted dynamite and pyrotol under the school. When the explosion took place, the roof collapsed on several children killing them. Police, parents, doctors, undertakers, and the Lansing Fire Department showed up to work to recover the trapped and dead children. Kehoe had shown up with his truck full of dynamite and pyrotol. Kehoe motioned for Superintendent Huyck to come to his truck. Huyck tried to take a gun away from Kehoe. Kehoe then detonated the bomb in the truck blowing it up killing Kehoe and Superintendent Huyck, 2 other men, and a child. When Kehoe appeared at first responders sensed no threat from him. The only immediate risk was the collapsed building and getting the bodies out safely. [2]

At 03:17 am, Engine 2 arrives on location and reports that he has heavy fire showing from the first and second floors, and requests a full first alarm assignment. One minute later he reported that he had fire all the way to the roof in a 6-story building, 60’ x one city block. He then requested a full second alarm assignment and notified the dispatch center to prepare for the third alarm. Around 3:30 am, before most 2nd alarm companies arrived on the fireground. the first of many collapses occurred. A large section of wall collapsed from the upper story on the York Street side and crashed on to the street. By 4:01 am, this fire would grow to a five-alarm response. With the arrival of Engine 2 and other arriving companies, command was established, and the fire scene was divided into four geographic divisions (A, B, C, D) to manage this defensive fire. Command was passed from Engine 2 to the Battalion Commander, then to the Division commander and lastly to the Deputy Commissioner. As the fire intensified, the command structure grew to include an operations section, logistics, safety and an exposure group lead by a Battalion Chief. For over two hours the approximately 45 apparatus and over 150 firefighters and paramedics fought to contain the fire to the original complex and protect the surrounding neighborhood. The weather that night brought 17 mph winds, with gusts over 30 mph. These winds, combined with the heavy fire load

While researching School Resource officers or law enforcement officers in schools it has been discovered that the research is on the effectiveness of SRO’s is mixed or limited on keeping schools safe (Justice Policy Institute, 2011). There has also been research that was conducted in the last few years that concluded that the safety of schools can be improved without the help of SRO’s and or Law Enforcement’s approach on discipline (Justice Policy Institute, 2011). While reviewing the research of Dewey Correll at the University of Virginia , he suggested that when using highly structured and defined rules that are created to be strict and fairly enforced, while having the support of adults, SRO’s are not necessary
the school officials take action, evacuate the school, and call in law enforcement to investigate
