Open educational resources (OER) are any resources available at little or no cost that can be used for teaching, learning or research (Educause, 2010). In 2008, South Africa experienced widespread load shedding affecting the domestic and industrial electricity users as the result of the lack of capacity by Eskom, the South African power utility. South Africa is an energy intensive country and as such production and raw materials processing are energy intensive activities. The coal is the major primary energy source and the abundance of coal reserves have partly contributed to the unit price of electricity being amongst the cheapest in the world (Department of Minerals and Energy, 2005).
Energy efficiency has become recognised as one of the most effective ways of meeting the demands of sustainable development and has been referred to as the best energy resource. In 2005 the Department of Minerals and Energy published its Energy Efficiency Strategy in support of some of the objectives spelt out in the 1998 White Paper on Energy Policy. The strategy set a national target for energy efficiency improvement of 12% by 2015.
South Africa’s unprecedented economic growth is one of the factors that have contributed to the country’s current power shortage situation. Building a new power station takes a number of years, and until one or more new power stations are operational, the people of South Africa need to conserve energy resources and use them efficiently.
