APPENDIX C: Alternative Project Approaches The CWP Program is considered an organizational capital asset investment that supports core business functions and the overall company mission. The CWP Program toolset required updating in order to continue to provide a return on investment. Once updated, it needed to be clearly equal to or better than any other alternative. It was also determined early-on that no existing organizational asset could efficiently meet the CWP Programs’ needs. It was concluded that current business and work processes, methodologies and technologies must be simplified or otherwise redesigned in order to reduce costs, improve effectiveness, and make maximize use of COTS. It was also established that we must reduce project risk by avoiding or isolating those previously custom designed components, ensure we used components that could be fully tested or prototyped prior to full implementation or production and included involvement and support of users in the design and testing of the asset. The CWP Business office determined that this was not a major acquisition, so we did not consider a segmented or multi-contractor approach. We agreed that the solution must be economically, technically, operationally and politically (internal to the organization) feasible. Status Quo This approach was immediately ruled out due to the high cost of maintaining the existing hybrid software and custom tools around which the CWP system was originally designed. The
