INTRODUCTION: This case involves the suspect being arrested for H&S 11364(a)-drug paraphernalia and three outstanding arrest warrants. LOCATION DESCRIPTION: This incident occurred on the south sidewalk of Orange Grove Boulevard east of Garfield Avenue. EVIDENCE: • (1)-Glass pipe approximately 2 inches in length with a broken end and a burnt metal pipe screen inside. Found in Suspect Miles’ right, front, jacket pocket. • (1)- Glass pipe approximately 2 inches in length with a broken end with a burnt substance inside. Found in Suspect Miles’ backpack. I handcuffed and arrested Miles on the outstanding arrest warrants. The handcuffs were double locked. Incident to arrest, I searched Miles and found a glass pipe in his right, front, jacket pocket in violation of H&S 11364(a)-Possession of Drug Paraphernalia. I also searched Miles backpack and found an additional glass pipe. Miles spontaneously stated that the glass pipes belonged to him for smoking crack cocaine. The pipe found in Miles right, front, jacket pocket was approximately two inches in length with a broken end. I also saw a burnt metal pipe screen inside of the pipe. The pipe found in Miles backpack was approximately two inches in length with a broken end. The pipe had a burnt substance inside of it. Based on my training and experience, the glass pipes are commonly used to smoke crack cocaine. I took a photo of the glass pipes, which was later uploaded into VeriPic (see attached photo). I arrested Miles for the outstanding warrants and H&S 11364(a)- Possession of Drug Paraphernalia. I transported Miles to the Pasadena City Jail for booking. I issued Miles a citation for H&S 11364(a)- Possession of Drug Paraphernalia (Cite #C423964). Miles is scheduled to appear at the Pasadena Court on 10-20-17 at 0830 hours. I ran Mickenzie through dispatch and dispatch advised Mickenzie had a positive warrant out of Ralls County for failure to appear on driving while suspended or revoked, warrant number 17RLFTA194, issued on 10-27-2017.

I observed the store's video surveillance and confirmed both Allen and Frist's statements. The suspect is observed concealing the pipe underneath his t-shirt. I also observed the suspect in the area of where the pen was located. However, I could not readily identify him placing the pen into his pocket.
Mr. Pearson moved to Louisiana about 12 years ago to secure a job. During his time there, he continued to use alcohol in excess and marijuana. Three years ago, Mr. Pearson injured himself at work and was prescribed Oxycodone for the back injury. He began to abuse Oxycodone and his addiction to Oxycodone lead to his behavior in case 15CF818. Mr. Pearson’s use of alcohol to excess, Oxycodone and other drugs continued until his most recent arrest.
On Friday, 12/25/2015, Cpl. T. Jones and I were working uniformed patrol in a marked black and white police vehicle. At approximately 1340 hours, we responded to a domestic violence call, located at 2040 S. Bon View Ave. While on our way to the location of the call, the dispatcher said a subject threw the reporting party, Erika Alvarez, down the stairs. Upon arrival, I saw several OPD officers attempting to gain access into the residence. On Friday, January 1, 2016, at approximately 1947 hours, while patrolling Highway 138, I observed white in color, Ford Escort, Ga Tag #PSI2390 with a tail light out. I followed the vehicle south on Flat Shoals Road and initiated a traffic stop by activating my emergency blue lights. The vehicle came to a stop at Sherwood Forest, 1047 Flat Shoals Road, and I made contact with the driver. The driver identified himself Lance Johnson.
On 1/3/2017, in Durango 3 multipurpose room located at 3225 W Gibson Lane Phoenix AZ 85009 at around 1430 hours, I opened two envelopes marked legal in the presence of the addressed Inmates. In the envelope for Inmate Hernandez, Jacob T237725 3 small bags filled with a white powdery substance were discovered. In the envelope for Inmate Reiley, Tristan T312523 cigarette rolling papers and matches were found.
Mendiola was booked into the GCSO on 2 felony narcotics warrants. She was found to be in violation of HSC- 481.125 (a) POSSESSION OR DELIVERY OF DRUG PARAPHERNALIA. By possessing in her purse a clear glass pipe with left over residue used to induce contraband into the body. Mendiola's wrap sheet discloses prior narcotics violations. I departed the GCSO without further incident. Photographs and body cam video were uploaded to the NPD server for records. Narcotics were booked into the evidence room and will be sent off to the DPS crime lab for analysis. DRR towing took possession of the Nissan Titan Pickup. A statement from Corporal C. Officer Pastucka and your affiant arrived at the Redner's Quick Shoppe which is a local gas station. We were greeted inside the building by a Redner's employee (Ellen Zapolsky) who is a cashier for company. Ellen said she was at the register when a customer approached her and advised her of a the clear bag with suspected drugs on the floor. On Saturday, April 9, 2016 at approximately 2210HRS, Officer Jimenez was driving a Midland Police vehicle and wearing a standard issued MPD uniform traveling northbound in the 3200 block of N. Big Spring. Officer Jimenez then observed a white a white Chevrolet Pick up(TXLP-DFM7716) traveling northbound in the 3300 Block of N Big Spring. Officer Jimenez observed the vehicle had a defective tail lamp in the passenger side. Officer Jimenez also observed the vehicle license plate light was found not be visible within 50 feet.
On Sunday, July 23, 2017 at around midnight, I, Sergeant Bever conducted a traffic stop with a 1998 White Toyota Camry (BNKR0L) for not having a tag light in the parking lot of Marathon gas station at 5508 Gautier/Vancleave Rd. The vehicle was occupied by Adonis Lewis (Driver), Dennis Roberson (Front Passenger) and Jaelene Lewis (Rear Passenger). During the stop I was granted permission to search it by Adonis Lewis. Evidence of Mr Thomas’ involvement in the sale of illegal drugs were being monitored by undercover police. Then, on 8 January 2015, a search warrant enabled police to enter Mr Thomas’ premises in which they found a glass pipe, scales, $1000 in cash, a mobile phone, small Ziploc bags and the drug, crystal methamphetamine. All these instruments indicated Mr Thomas was a supplier and user of the dangerous and illegal drug.
The arrestee recovered a clear plastic bag containing multiple clear "baggies" that contained a green leafy substance. Based on our knowledge, training and experience it appeared to be suspect cannabis. I later conducted a field test of the green leafy substance which rendered positive for suspect cannabis. A further obersvation of the cannabis revealed that their were 18 baggies inside the large plastic bag, all weighing different amounts, but all together weighing17.46 grams. On 03-22-17 at 2147 hours, I was working uniformed patrol with Officer Robles #7524. We were traveling east on Orange Grove Boulevard approaching Garfield Avenue. I observed five male Hispanics standing on the south sidewalk of Orange Grove Boulevard just east of Garfield Avenue. It should be noted that persons frequent this specific area to drink alcoholic beverages in public and contacts for public intoxication have resulted.
