For example, Dr.Robert Young, a psychologist, analyzed the children’s perception of parenting and their mental health, and the result showed that children who perceived their parents as “being controlling or neglectful” had an increase in the probability of a psychiatric disorder at age 15 (Young). According to another study, hopelessness had a positive association with both suicidal ideation and suicide attempts. Psychologically controlling parenting, such as treating a child differently for disagreeing with parents, had a positive association with suicidal ideation, suicide attempts, and hopelessness (Li). Dr.Jack Westman, a professor emeritus of psychiatry at the University of Wisconsin who has been serving more than 50 years to the psychiatric and developmental needs of children, outlines the purpose and criteria of the parenting license. By establishing the license, the society will no longer view parenting as a divine right but as an earned privilege that deserves more seriousness. In addition, parenting license is not meant to hinder people from having kids; the criteria for parenting license will be as straightforward as that of the marriage license, and the only people who will actually fail to obtain the license would be neglectful and abusive parents who are likely to badly nurture children and aggravate mental health problems (Westman).
Mental health problems are caused by the combination of many risk factors other than abusive relationships, and a universal screening will be useful in identifying others with depression for reasons other than abuse and neglect. More discussion on mental illnesses can help people get the treatment they need. Discrimination against the mentally ill needs to stop as well. The more discrimination people with mental illnesses face, the less likely they will be to interact with society which can potentially worsen their mental state. The absences of fathers and father figures is an ongoing issue which some predict might not slow down any time soon. In the United States, suicide is the third leading cause of death for 10 to 14-year-olds (CDC, 2015) and for 15 to 19-year-olds (Friedman, 2008). In 2013, 17.0% of students grades 9 to 12 in the United States seriously thought about committing suicide, 13.6% made a suicide plan, 8.0% attempted suicide, and 2.7% attempted suicide in which required medical attention (CDC, 2015). These alarming statistics show that there is something wrong with the way mental illness is handled in today’s society. Some people are not right for parenting, its either they’re financially unstable, mentally unstable or just plain too young and ignorant to understand what to do. A license for parenting sounds optimal, many people are just unfit to be parents or just are too eager and honestly unprepared. This licensing test/ program would be similar to how we have test for CPR licensing or driver’s license, but it will be just a general idea of things to understand with children. You may argue that you shouldn't restrict people’s views, but what if those views are wrong? The test itself agreeably shouldn’t be restricting at all, it should only be about learning to do and not to do, how to treat your children and care for them simply.

Being an appropriate age to even consider having a child. All applicants must be above the age of twenty five, thus ensuring applicants have had time to experience life themselves, and gauge whether they are ready for parenthood or not. A sixteen year old will have no life experience themselves, and even a twenty one year old will be too unstable and immature to handle responsibility beyond maintaining good grades in college. The teenager gets caught in the middle of an argument between their parents, and they take the blame personally. This is not right.
