1.1 INTRODUCTION
People Housing Programme (PHP) is an initiative by the government of Malaysia to help the poor and low income Malaysian to possess a house. It was inspired by then Malaysia Finance Minister Datuk Seri Anwar Ibrahim in year 1998 by the name of “Projek Perumahan Rakyat Termiskin”. Under the Ministry of Local Housing and Government, PPR is divided into three types of building which are multiple storey flat, five-storey walk up flat and terrace houses. Generic specifications of houses are such as each of the houses’ size is minimum of 700 square feet, three bedrooms two bathrooms, kitchen and living room. The ministry have set up regulation that only Malaysian with wage below than RM 2,500.00 per month can apply for the houses. Federal government is responsible for the cost of the development whereas the state government provide the land for the programme.
PHP is categorized into two different users which are PHP for rent and PHP owned with different prerequisite and qualification. PHP houses are sold at prices ranging from RM30,000.00 to RM35,000.00 per unit in Peninsular Malaysia and RM40,500.00 in Sabah and Sarawak in which eligible Malaysian can apply for the programme. For rental, RM124.00 per month is charged upon renter or occupant (Official Website of Ministry of Urban Wellbeing, Housing and Local Government 2015). Thus, with such low price Malaysian with low income can own or rent a house without much burden.
