On Saturday, September 12, 2015, I was assigned to the 6 Northwest as the security officer. At approximately 0500 hours while breakfast trays were being distributed in pod 100, an inmate, later identified as Kimmie Hawkins became insolent and advised me to get out of the pod. I immediately asked him whom he was talking to and simultaneously walked over to him to view his armband. As I reached for Inmate Hawkins’s left wrist, he snatched away from me, got in a boxing stance, and began bouncing rhythmically on his toes. Therefore, I retrieved my T.A.S.E.R. from its holster and gave Inmate Hawkins loud verbal commands to get on the floor. On April 7,2018, I was assigned the duties as Field Training Deputy. At approximately 0420, Arrestee Hedman, Roy (#1749220) was refusing to follow any orders given to him by Deputies when he entered the Intake Area. While in Holding Cell B116, Arrestee Hedman attempted to kick Deputy Holliday twice. I took control of Arrestee Hedman's legs to prevent him from kicking any staff members. While attempting to remove Arrestee Hedman's pants, Inmate Hedman attempted to stand up twice on the bench. Inmate Hedman refused to comply with any commands being given to him. At 1858 hours on 2016 Dec 13, Patrol (2-0) SSG Bridgman conducted a rights warning at 1858 hours, in which SSG Stoutenburg, Jason invoked his rights and requested a lawyer, no further action was taken and he was processed and returned to the lobby waiting area. After about approximately 10 minutes SSG Stoutenburg requested to talk to me, and stated he was ready to talk because he wanted to know why he was at the PMO. At 2013 hours a rights warning was conducted in which he agreed to discuss the offenses in which he was under investigation. Upon my arrival I observed a thin build white female walking out of the Ortho Clinic waiting area being followed by a black female RN (Hill), a white female social worker and Corporal Shanek. On Monday January 4, 2016, I, Detention Officer S. Harris (EIN 142083), was assigned to the third floor "H" Pod in the Harris County Sheriff's Office 1200 Baker Street Jail facility. At approximately 1610 hours, I responded to an Inmate disturbance at the 3rd floor FCC. When I arrived an Inmate identified by his Harris County issued armband as Inmate Hall, Rashad (SPN 02817722) was in a verbal argument with Detentions Officers due to Inmate Hall refusing Housing. Inmate Hall was restrained and escorted to 3E1B.When Inmate Hall was taken into the cellblock and the handcuffs were removed he turned around and started to curse at Detention Officer S. Bravo (EIN 139807) and Detention Officer C. Edward (EIN 141218). Inmate Hall made the statement of “Fuck you, you’re a bitch ass hoe”
At approximately 1040 hours, on 27-Jul-15, site security was dispatched by POC to attend Acute 3 for Domestic Dispute. The writer, S/O P.Jo, S/O A.Toor and S/O M.Moradi responded to the call and upon arrival the officers met with one of the clinical staff members, who informed the officers that a lady walked into the unit with two kids, one of the kids was about five year old and the other one was in stroller. The lady told the staff member that someone has been following her for three blocks and they need to call RCMP. After telling this the lady walked into the washroom with her kids, the clinical staffs ran after her and asked her to come out, but she didn’t listen and slammed the door on her face.
One the above date and time Officer Sandula, Officer Johnston and myself went to Cell 8 to move three inmates out of Cell Block 8 that had been causing disturbances throughout the night, inmates; Christopher James Knight (A-13483), Montel Lamar Rice (A-15526) and, Devon Allen Soltysiak (A-15794). The disturbances included throwing food and toilet paper at the walls and ceiling, taking recreation equipment out of designated zones, not wearing full jail attire and clogging the sink by clogging the drain with toilet paper and covering the plug with a bowl of the cell causing flooding. During having the inmates pack up their personal items, inmate Knight said he wanted to go to a holding cell so he could yell through the vents to his wife Melanie Dice Knight (A-15084) and that he had been trying to move for 2 weeks by acting out. Knight then pulled out a tooth brush with one end filed to a sharpened point. He asked to be taken to a holding cell for having a “shank”, I replied no and he was going to another cell for the meantime. Officer Johnston confiscated the toothbrush and I escorted Knight to his new cell, he asked again to be taken to a holding cell but I refused once more so in response he hit the ceiling near a sprinkler head with his mattress. After placing inmate Knight in Cell 5 he wrote a derogatory threatening letter daring to be moved to a Holding Cell. While in cell 5 he left his mattress and property on the community table and complained that he was going to fight with inmate Terrance Walter Newton (A-15144) who he thought was in Cell 5 but was in Cell 3. Officer Johnston, Officer Sandula and I then removed Knight from Cell 5 and put him in holding Cell A. Shortly
On 08/14/2015 I was assigned as the Tower 13 Floor officer at the Lower Buckeye Jail (address located above) at approximately 1537 hours inmate Downd, Michael MCSO booking number T197703 came out to one core and claimed he was assaulted in Tower 13 A Pod cell 4. I reviewed video in the level one supervisor’s officer at about 1540 hours. I observed on camera 1308 T13 A pod PTZ multiple inmates standing in front of and around cell 4. At 1516 hours I observed Inmate Ludwig, Austin (S5) MCSO booking number T188789 enter the cell first as (S4) Inmate Dahl Ujacob MCSO booking number T191055 and (S6) Inmate Buchan, Devon MCSO booking number T183777 standing as lookouts in front of the cell door.
During my time at the drop-in center I had the opportunity to be the key-note speaker for numerous churches at various youth nights and numerous youth retreats. I was also asked to represent the drop-in center at many of the churches in Winkler by giving a mission update/sermon on many of the church’s Sunday morning services throughout my tenure. In 2011, I was asked to give the message at our community’s annual summer festival where all the churches gather for a joint Sunday morning service (unsolicited, someone so was kind to video tape it and provide me with a copy).

In the 70s, RFS’s clientele was Hispanic predominantly; however, through the years the clinic has started working with an African-American population and also with a Caucasian population.
