On 05-21-2016 at 0834 hours I was contacted at the front desk by April Sutton in reference to a stolen motor vehicle and stolen wallet.
Sutton informed me of the following:
- Her ex-boyfriend Donell Brown has been staying with her for approximately the last week.
- When she went to bed last night he was at her residence.
- When she woke up this morning she discovered her wallet was missing and her car was gone along with Brown.
- She immediately assumed the worst so she checked her Sterling Bank account and discover five transactions for $40.50 she did not make.
- The total amount used on her debit card was $202.50
- Her wallet contained her debit card, child support card, and $80.00 in cash.
The vehicle was entered into M.U.L..E.S. as stolen.

Brown was observed going to the counter and withdrawing money off of Sutton’s debit card multiple times. Brown was also observed signing the receipts using April Sutton’s name. Brown would then go into the game room and spend the money in the machines. I was able to identify Donell Brown from the video surveillance using an old booking photo of Brown.
I was latter dispatched to 135 Hampton Court in reference to brown being back at the residence.
Upon my arrival on Hampton Court I was advised by Sutton, brown had just left her residence in a white car.
A traffic stop was made on the vehicle at 53 Highway and 11th Street and Brown upon the vehicle stopping Brown exited the vehicle and had cash in his hand and some folded up papers and advised he was just trying to make things right with her and that her car was on Velma Street and her daughter’s boyfriend has the keys.
Brown was placed under arrest and transported to the Poplar Bluff Police Department booking room.
I made contact with Sutton and advised her where the vehicle was and she advised she was in route to pick the vehicle
On 03/25/2015, at approximately 1214 hours, your affiant was dispatched to 209 East Centre Street for a break and enter into a structure.
Upon arrival, I spoke to David Lister (involed party) who stated that he located a 2015 blue Kia Optima VIN#KNAGM4A75F5590940 which entered stolen from East Brunswick. Lister stated that Rozia Mosley (suspect) from 4207 Birchwood Ct rented that vehicle from U-Save Rental Company and she was contracted to return the vehicle on June 14, 2015 but she never came to returned the vehicle. Lister stated that his boss Charles Weachock (reporting person) reported the vehicle stolen at East Brunswick Police Department on June 23, 2015 at approximately 1233 hrs because Mosley never answered her phone call since June 14, 2015.

On the above date and time Officer tactuk and I responded to 6105 Cheers Drive, reference a theft.
I spoke with Marlon about additional items in the vehicle the victims said should be in there. I asked if the items would still be in the vehicle. Marlon said “Probably not, but I didn’t take them” he said there was seven other persons in the vehicle at some point. Marlon was asked what time “he” parked the car on Copperstone Circle. He said between 10pm and midnight.
On Sunday November 24, 2016 at approximately 16:02 hrs. Officer L Wilkerson and I Ofc. R. Holcomb were dispatched by dispatcher B Coleman to 304 Hopkins Drive in reference to a disturbance. Upon my arrival I made contact with Ms. Shawntavia Lucky (complainant) who stated that her son Mr. Jousha Lucky (victim) got into a physical altercation with two black males.
The vehicle was later towed by J&M Towing located at 906 Westminster Avenue, Alhambra (626)-289-3288.
Upon my arrival I observed a white female identified as Whitney Anderson who exited her vehicle as I attempted to park my patrol unit on the side of the road. As I was exiting my patrol unit Whitney began to yelling at Darrell Anderson. As I was approaching the two subject I instructed Whitney to stop multiple times. Whitney continued to yell at Darrell therefore I started to place Whitney into hand restraints. At this time Whiney started to pull away from me and continued to yell at Darrell. I had placed one of Whitney’s hands into the restraints and her children began to get out of the vehicle. Whitney was still trying to pull away
On 02-07-2017 at 1607 hours I was dispatched to Victor Street and Coolidge Street in reference to an assault.
On 06-13-2016 at 1758 hours I was dispatched to 2233 North Westwood Boulevard (Kmart) in reference to shoplifting.
I drove over and parked my fully marked patrol vehicle next to the Honda and
I conducted a traffic stop on the vehicle and made contact with the driver Matthew Lovell and occupants.
Chris Brown’s criminal defense attorney was escorted by police to his house to investigate the situation further.
