The policy options that will be discussed are establishing efficient and beneficial rehabilitation systems in prisons, establishing educational systems in prisons, eliminating private prisons, and reducing mandatory sentencing laws. These are a few of the many ideas and solutions that the United States can take in order to reduce its high incarceration rate.

For over centuries, the only form of punishment and discouragement for humans is through the prison system. Because of this, these humans or inmates, are sentenced to spend a significant part of their life in a confined, small room. With that being said, the prison life can leave a remarkable toll on the inmates life in many different categories. The first and arguably most important comes in the form of mental health. Living in prison with have a great impact on the psychological part of your life. For example, The prison life is a very much different way of life than what us “normal” humans are accustomed to living in our society. Once that inmate takes their first step inside their new society, their whole mindset on how to live and communicate changes. The inmate’s psychological beliefs about what is right and wrong are in questioned as well as everything else they learned in the outside world. In a way, prison is a never ending mind game you are playing against yourself with no chance of wining. Other than the mental aspect of prison, family plays a very important role in an inmate’s sentence. Family can be the “make it or break it” deal for a lot of inmates. Although we would like to believe the world is not as racially charged in 2013 as it was in the 1960s, a look in our penal system would show that minorities are still arrested and incarcerated at a higher rate than whites. The United States has experienced a rise in its prison population over the last 40 years and our incarceration rate is nearly 5 times higher than any other country. Even though 13% of the US population are African American males, they make up 38% of the prison population. Contributing factors to these numbers are mandatory minimum sentences, high crime and poverty areas, and lack of rehabilitative resources within our system (p.77-78).

The study of recidivism amongst women in prison is important because most research focuses on the male population. The reasons for the “revolving door” phenomenon are different for women; therefore, their treatment should be more gender focused and specific to their needs. Judging by the rates at which women recidivate, you could assume that somewhere along the way the system has failed them. What role does drug use, motherhood, mental health, physical, sexual, and mental abuse play in the recidivism of female inmates?

One major problem of prison overcrowding is the effect it has on prison organizational stability. The more prisoners and people put in jail have made it harder for prison guards and staff to monitor and control them. The entire prison system must make enormous changes in order to accommodate for the number of inmates versus the number of prison guards (O’Leary). This often results in a misclassification of offenders. Many who come through the system are classified based on the amount of space available instead of on the security level and programs that would be most suitable for them (Howard). “It is not uncommon to find inmates, classified as medium security, incarcerated in maximum security institutions, while other inmates are in medium security who were previously considered candidates for maximum security” (Howard). Misclassifying offenders often leads to “slow progress through the corrections system as well as a slow exit” (Howard). This in turn only prolongs and increases the overcrowding problem (Howard). The corrections programs should be reformed to meet the needs of the inmates rather than the inmates having to adjust to meet the requirements of the system. Offenders need to be on specific rehabilitation programs that are customized to fit their needs, such as alcohol and drug abuse programs and so forth.

The United States prison system struggles eminently with keeping offenders out of prison after being released. According to the Bureau of Justice Statistics, more than third of all prisoners who were arrested within five years of released were arrested within six months after release, with more than half arrested by the end of the year (Hughes, Wilson, & Beck, 2001). Among prisoners released in 2005 in 23 states with available data on inmates returned to prison, about half (55 percent) had either a parole or probation violation or an arrest for a new offense within three years that led to imprisonment (Durose, Cooper, & Snyder, 2014). Why are there many ex-offenders going back to prison within the first five years of release? Are there not enough resources to help offenders before or/and after being released from prison.

Within this paper, you will find a comprehensive review of the United States prison system, and why it needs to analyzed to better support and reform the people of this country. I plan to persuade the other side (politicians and society) into seeing that the way the prison system is now, is not ethical nor economical and it must change. We have one of the world’s largest prison population, but also a very high rate of recidivism. Recidivism is when the prisoners continuously return to prison without being reformed. They return for the same things that they were doing before. So, this leads us to ask what exactly are we doing wrong? When this happens, we as a nation must continuously pay to house and feed these inmates. The purpose of a prison needs to be examined so we can decide if we really are reforming our inmates, or just continuing a vicious cycle. What is the true purpose of prison besides just holding them in a cell? There must be more we can do for these hopeless members of society.

The minimum security is federal prison camps adjacent to other federal prisons near military bases. Male prisoners who need only minimum security are set up in camps and those who will be transitioned [Passive voice] back into society and served their sentence will be set-up in a halfway house.

Currently as a nation we use severity as our biggest form of deterrence; our threat of imprisonment has grown dramatically over time. In 1985 the average release time for a conviction of robbery was 32 months and in 2002 it jumped to a minimum of 53 months (Incarceration and Crime). We focus heavily on severity and longer incarceration rates; the idea is that a 10% increase in incarceration would lead to a 1.6%-5.5% decrease in crime (Lieka 2006) but this is not true. Prison rates have increased tenfold since 1970 and yet the crime rates have not dropped near those percents.The leading argument against increase in incarceration uses other states as examples of how ineffective it is; for example Florida heavily focuses on imprisonment to reduce crime with no effect (Incarceration and Crime). This idea would be great and a good mode of deterrence if those who go to prison actually learn their lessons and mend their future ways. Also if the unwanted effects of prison were at least tolerable this might deter crime but sadly even after experiment and evidence it is not a well functioning theory. The cost of funding our mass incarceration does balance out the decrease in overall crime. Besides when we have a nation who is majority hard on crimes compared to other crimes we end up severely punishing people who probably would respond better to rehabilitation than jail.

Lower education rates will raise recidivism rates because many prisoners who lack education and re-enter society will not be self-sufficient as education provides the basis for employment.

It is common knowledge that the American prison system has grown exponentially in the last few decades. The prison population within the last forty years has risen by two million inmates. Multiple factors such as overcrowding and cost cutting have also decreased the quality of life within prisons by an order of magnitude. With this rising statistic, it becomes increasingly urgent to understand the effect of incarceration on our prisoners and whether the reformation process is actually doing more harm than good.
