The Chicago Police Department has made the ultimate commitment to protect the lives of the people, their property, and all of their rights. They have vowed to preserve order, and to implement laws without showing partiality. Chicago police will provide quality police services and maintain partnership with other members of the community. In order to carry out their mission, they have strived to achieve the highest degree of ethical behavior and maintain their professionalism at all times. The purpose of this essay is to focus on the Chicago Police Department and highlight how it has been impacted by a recent change in regulations in regards to use of force. According to the Chicago Police Department, they have six values they maintain and go by. The first one is Professionalism: “Our on and off duty conduct reflects both the highest standards of police service and personal responsibility.” The second value of the police department is obligation: “We serve all citizens equally with fairness, dignity and respect.” The Third value is leadership: “Our leadership examples inspire respect for ourselves and admiration for our department.” The fourth value is integrity: “We are committed to the highest standards of honesty and ethical conduct.” The fifth value of the department is courage: “We uphold and follow the law in the face of fear, danger and temptation.” The final value is known as excellence: “We proudly wear the Chicago Police Department star with excellence as our

The history of occurrences reveals the forlorn truth that police reforms only receive attention in wake of highly publicized episodes of police misconduct. The notorious 1992 Los Angeles riots brought the matter to mass public attention and prompted improved law enforcement policy. Significant local reforms resulted, for instance, ending the policy of lifetime terms for police chiefs. Additionally, on a broader platform, in 1994, Congress approved provisions to the Crime Control Act in effort to tackle police abuse in a more structured way.

The use of deadly force by police officers is a very important subject in today’s society. Many consider the use of deadly force excessive in most cases. However, there are many aspects to look at when considering this topic, such as: Why was deadly force required? When did the officer feel it necessary to apply deadly force? What will be the implications for the officer after the fact? How does the use of deadly force affect society as a whole?
We urge that the leadership of the LAPD go beyond rhetoric in carrying out its existing policies against excessive force. From the Chief of Police down to the sergeants, this means taking a firm stand against the "bad guys" on the force and employing all the instruments available training, discipline, assignments, and promotion... Since the dawn of human kind, there has been some form of policing; whether that policing is based on taking revenge or the maintenance of public order and upholding the laws of the land. Although 200 years have passed, policing policies fundamentally has not changed. In this essay, I will be writing on early policing before the 19th century, policing in the 19th century, how policing evolved in America, policing now, and then compare the similarities and differences between today’s policing policies and those of the 19th century.
Leading up to the establishment of the Chicago Police Department, the first rank of “constable” was created in 1830. Authorization of Chicago’s very own police force occurred on January 31, 1835. On August 15, 1835, the Chicago Police Department was born. The department’s mission reads, “The Chicago Police Department, as part of, and empowered by, the community, is committed to protect the lives, property, and rights of all people, to maintain order, and to enforce the law impartially. We will provide quality police service in partnership with other members of the community. To fulfill our mission, we will strive to attain the highest degree of ethical behavior and professional conduct at all times.” Orsemus Morrison was elected Chicago’s first constable; he was assisted by Constables Luther Nichols and John Shrigley. The three men served and protected a population of about 3,200. In the year 1837, the Municipal Court of Chicago was created. It had co-jurisdiction with the Cook County Court within corporate limits of the city of Chicago. Between the years 1838 and 1854, the Chicago P.D consisted of very few collection of officers, constables, and part-time night watchers to maintain the quickly-expanding city.
Like other law enforcement agencies throughout the United States, New Jersey has a policy that addresses police use of force. The New Jersey Attorney General’s Use of Force Policy was first put into operation in April 1985. The purpose of the policy is to serve as a guide for police officers who are confronted with use of force situations during their duty to preserve the law and protect others. This essay will provide a summary of the policies and practices of New Jersey’s Use of Force Policy. An evaluation of these components will be presented with emphasis on the legal sufficiency of the policies and procedures. The use of excessive force by police officers is a topic that continues to make headlines and a study that needs to be done. Although much research has gone into this topic there still is no consensus on why the use of excessive force occurs. Some studies suggest lack of training and/or problems with organization policy/procedures. Law enforcement officers are authorized to use force when necessary, but when the level of force is excessive, however, the actions of the police come under scrutiny. When debating the issue of police use of force, the issue of what actions constitute too much force must also be addressed. Another concern is the possibility of corruption amount officers. When given such great power, the probability of corruption is high. Officers generally do not start out as corrupt, but years of work on the force can create animosity between officers and suspects and lead them to decide to use force more quickly (McEwen, 1996). Many times, officers patrol the streets alone which creates the opportunity for potential abuse of power (McEwen, 1996). Although police officers need to be permitted to exercise some discretion, they also need limits and guidelines to follow when using their powers of discretion (Manning, 1997). The decision to use force should not be taken lightly in that citizen’s lives are at stake. Police should be allowed discretion in decisions to use force; however, this discretion should be limited.
