Rule on Proportionality

Up to this day, war is still used as a tool to achieve political ends. However, respect for individual rights is also highly valued nowadays, thus, resulting to a tension. To note, even if the military uses the most discriminate of war efforts, many are still killed and collateral damage has become prevalent (Draper, 2015, p.1). Eye in the Sky is a movie that talks about the morality tale of a modern warfare. If the decision of whether to proceed or abort the mission lies in my hands, I will choose to proceed in order to kill a group of dangerous terrorists even if it would result to the death of an innocent little girl. Although in the lens of morality, such a decision is not right, I believe that this has to be done

As provided for in the Sanremo Handbook on Rules of Engagement, the rule on proportionality provides that “the prohibition of an attack that may be expected to cause incidental loss of civilian life, injury to civilians, damage to civilian objects, or a combination thereof, which would be excessive in relation to the concrete and direct military advantage anticipated” (Cole, Drew, McLaughlin & Mandsager, 2009, p. 5). In line with this principle, it is only but justifiable not to abort the mission even if it means that an innocent child has to die. Considerably, it is impossible to totally avoid collateral damage because it is part and parcel whenever there is war on terror. To note, collateral damage is even considered as the most consistent elements of warfare in the modern world. Although collateral damage is not celebrated, it is also not regretted because such damage is treated as something that simply happens, and nobody can be at fault for civilian deaths and destruction to their property.

However, collateral damage may be lessened. As seen in the movie, the child has set up a stall selling bread outside the target house. If there is delay, greater havoc will occur. Instead of minimizing collateral damage, possibilities of injuries and deaths among non-combatants and damage to property would increase.
