The Mayor of the city has enacted a new policy of increasing police patrols in high crime areas in an attempt to reduce crime rates. To meet the demands of this policy, 25 additional police officers are required. Due to staff shortages, the department has been under public scrutiny for its excessive work hours and overtime burdens that the current staff handles to meet demands.
The police department is experiencing an aging workforce as the average age on the force is 45 years old. Within the next few years 24% of the current force will be eligible for retirement, which will leave vacancies that will need to be back-filled.
An additional factor that affects labor demand is the current labor union contract that requires the department to provide opportunity to promote from within. Between vacancies left behind from retirement and promotion changes, it has been noted that approximately one quarter of the current force will need to be replaced. These three factors increase demand for a large number of new recruits in this department.

Secondary employment for police officers should work fine if done properly. Usually, some officers tend to overextend themselves and the top staff members are a concern if officers are suffering from fatigue, however, there are positive and negative things from secondary employment. However, a career path in law enforcement is known to be financially lacking for some city government to provide for their officers, and secondary employment may be used as a recruiting tool to gain new officers. Normally, officers need a second job such as the typical citizens do, for expenses, reduce debt, and simply make ends meet (Brunet, J., 2008). Also, the idea of having more law enforcement officers throughout the community and shopping mall produces a positive effect, such as deterring shoplifters. Nonetheless, having secondary employment funds coming in on the regular will discourage police corruption for some. Police officers working off-duty jobs as security officers in some schools has help ease parent’s mind and placing their marked vehicles inconspicuous areas to deter criminal activity around schools (Caine, R. D. Burlingame, M., & Arney, L., 1998).
Shortages are across the board in law enforcement. This has definitely put a strain on officer safety, retention, and recruiting. I feel this trend is mainly due to the current public perception and negative publicity that law enforcement has received within the most recent years.
In my humble opinion, I believe police power has to adapt to the never-ending changes that society undergoes rapidly. "Police power is the government's right and power to set up and enforce laws to provide for the safety, health, and general welfare of the people", (Hall, 2015, p. 7). Contrary to today's society, police power was established to provide safety and security to people at all costs and has played a vital role in our criminal justice system, with pros and cons adding to its meaning. In Jacobson v. Massachusetts 197 U.S. 11 (1905), strong support of civil liberties was demonstrated as well as a strong demand for police protection, somewhat similar to a double edge sword (Gostin, 2005).
