Public Sector Health Care Organizations

A physician-hospital organization (PHO) consists of 15 hospitals – with 2,247 staffed beds – and approximately 500 physicians. The PHO operates in a very large section of south Georgia, including the cities of Valdosta, Tifton, Thomasville, Moultrie, and Waycross. The PHOs’ physician members represent approximately 90 percent of all physicians practicing in the region.

Despite in the United States, PHOs or Physician-Hospital Organizations have been in decline, they are making a comeback. The PHO is defined as a legal entity formed by physicians and one or more hospital with the intention of negotiating contracts with payers and sharing in the financial rewards of controlling cost while delivering high-quality care. (Farlex, 2014). PHO is best described in three ways:

The US Department of Health and Human Services (HHS) defines medically underserved area as ranking low on a scale that involves physicians per 1000 people, infant mortality rate, percentage below poverty level, and population >65 years old. 9 The HHS defines medically underserved population as that which includes “economic barriers (low income or Medicaid-eligible populations or cultural/linguistic access barriers to primary medical care services.” 9 According to the American Pharmacist Association, approximately 85% of US states have 61-100% of counties with medically underserved areas. 11 “28% of poor, 23% of near poor…[lack] health insurance coverage,” which is much higher than the national percentage of 13%.6 When reviewing the risk factors for vaginitis such as lack of health insurance, tobacco use, lack of bachelors degree, Hispanic origin, etc., many of the women suffering from the condition fall under the category of the underserved population as defined above. This means that clinics with the purpose of treating underserved areas and populations must have a heightened awareness of the prevalence and significance of vaginitis and must be interested in staying up to date on the most efficient medical practice strategies given the patient population.

In the early 90s, several physiotherapy schools were set up for physiotherapy training to people who will be paid to help ease disabled men through massage and physiotherapy treatments. The treatments injured soldiers received in the early days were much favourable than in recent times. This is a performance-oriented organization devoted to improving the level of health care given to children. After its establishment in 1999, principal focus was to get rid of the gap the links what is and what can exist in healthcare for every child. Its main emphasis was to put a stop to childhood obesity, promote centered care for children with chronic conditions, and to promote equity in care for everyone. Under the management of experienced professionals in children healthcare, its work focused towards improving children's healthcare to realize this goal through awareness. NICHQ drives attention towards the need to spread the message of success demonstrating the possibility of improving children's health care to realize better outcomes. It conducted a project to fit in excellence upgrading and cultural proficiency in clinics.

The book discuss about three major types of managed care organization: health maintenance organizations (HMO), preferred provider organizations(PPO), and point of service plans(POS). Managed care has been around for minute. This organization has been around since 1930s. The three managed care organizations are require an agreement between the insurer and a network of health care providers. Policy holders are encouraged to use the providers in the network by the fact a percentage will pay the cost of care if received outside the network.

The United States of Health and Human Services (HHS) is the principal agency that protects the health of Americans and provides them with crucial human services, particularly those who are unable to help themselves. The Health and Human Services provides essential services to those who are least able to afford the cost of health. The motto of the organization is “Improving the health, safety, and well being of America” (Health and Human Services, n.d). Initially, the department also constituted education but in 1979, the Department of Education was formed and education was no longer a mandate of the Health and Human Services.

Within Health and social care organisations service providers have a legal duty of care to every individual ensuring their care is a priority. There are many different key priorities which are essential within healthcare settings and to the provision of services for those individuals with diseases, illnesses or conditions. For example an individual’s safety and security, mobility, hygiene, intellectual, social and emotional needs are all priorities within a healthcare setting to ensure service users and service providers feel comfortable and confident in providing and receiving high quality care which results in good health outcomes. There are many approaches which can be taken to ensure these priorities are maintained within health and social care organisations. This is to ensure every individuals safety and quality care is of a high standard, for example approaches can be taken such as preventative measures, understanding that there are different treatments available, and having an awareness of palliative care and remedial care. Within my placement these priorities and approaches are of a huge importance to the provision of services for people with diseases or illness, care and treatment must be provided to suit each individual’s needs.

The objective of the healthcare worker organization plan is to keep a patient population as healthy as possible, minimizing the need for costly interference such as emergency room visits and hospital stays. This does not only lower the costs, but also redefines healthcare as an action that surrounds far more than sick care. While the plan focuses partially on the higher risk patients who produce the most out of health costs, it thoroughly addresses the preventive and constant care needs of every patient. Because the distribution of health risks change over time, the objective is to change the reasons that make people sick or aggravate their illnesses. Such an approach requires the use of computers. There are many different forms of competition among health care organizations. Some of them are the prices of services, different co-pays someone will have to pay out of pocket, lower premiums, they have to be competitive in the quality of the service in which they perform daily. The health care competition is being advertised every day. The competitive nature of business cause them to reach out to the community. The health care industry has to fight for the approval of the community, the government, the insurance companies, the pharmaceutical companies and of course the stake holders as well as future investors.

Modern society has developed formal institutions for patient care. The hospital a major institution offers considerable advantages to both patient and society. Number of health problems requires intensive medical treatment and personal care which normally can’t be available in patients home or in the clinic of a doctor. This is possible only where a large number or professionally and technically skilled people apply their knowledge & skill with the world class expertise advanced sophisticated equipment and appliances. The excellence of hospital services depend on how well the human and material resources are utilized to promote patient care.
