The History and Purpose of S.W.A.T. SWAT. The acronym invokes so many thoughts - danger, fighting crime, shootings, heavily artillery, TV, movies and more. The reality of SWAT is that it is all of that and more. When the acronym is fully expanded it translates to "special weapons and tactics" or as it was originally developed, "special weapons assault team". SWAT is a specialized, elite police unit trained to execute dangerous and specific operations that basic and even intermediate police training is not intended to handle. Commonly, many assume from knowledge gained from TV and movies about SWAT. LAPD SWAT first sent the members of the volunteer group of officers to train at the Delano Police Department where the first SWAT teams were trained. The first LAPD SWAT unit was comprised of 15 four-man teams. Each member had specialized training and experience from prior military service. Members volunteered from various police assignments, for example, patrol. In 1971, the members of the LAPD special weapons and tactics unit were assigned to full-time duty in the Metropolitan Division. The Metropolitan Division had formerly been organized into 3 platoons with the denotations of "A", "B" and "C" units. The SWAT teams were denoted as a separate platoon named "D" platoon and at the same time received the acronym "SWAT". These full time units were initiated to defend against dangerous situations that could arise at any given time because of the difficulty the department faced in generating a trained response team in momentary notice. The 1971 development of a full-time squad formally known as "SWAT" mirrors that of modern teams. There are many formats of SWAT teams today, but there are three basic formats. A Type Three team is a part-time designated to handle high-risk situations requiring specialized weapons with limited resources and capabilities. These teams should be capable of working in a CBRN environment (chemical, biological, radiological, and nuclear) absent of vapors and liquids. My current position as an Area Commander for the Federal Protective Service (FPS) is not without its challenges. I am responsible for supervising eleven federal law enforcement officers to include two K9 units and approximately forty-five contracted protective security officers. As a team we address security related issues on a daily basis. Our position description encompasses two major disciplines; the first is federal law enforcement and the second physical security. Both occupations can be viewed as one, yet separate in their ever changing complexity of development. The greatest challenges are staying up with the constant progression of technical advances in the way each vital role is implemented. Combining two occupations into one job description can at times be overwhelming.
The Los Angeles Police Department (LAPD) is the third largest police agency in the United States. The LAPD has approximately 9885 sworn officers and 2718 support staff. They cover approximately 500 square miles and is for the protection of over 4 million people. With that in mind, managing such a behemoth agency is a complicated and problematic endeavor. Therefore, one of the LAPD strengths is the way they manage themselves and protect citizens. Another strength of the LAPD is created many various kinds of investigation divisions, bureaus unit and special operation units. The components allow the LAPD to address a different kind of crimes, services, and investigation. Some of these components are specialized units with members that specially trained to for the unit's purpose or the specific type of crime or investigation. For an example, they have counter-terrorism bureau, background investigation unit, commercial crime division, gang and narcotic division, juvenile division, robbery homicide division and also technical investigation division. The LAPD also addresses the needs of the community by setting up many stations to handle the needs of their constituents. The LAPD also has a support unit to manage the day to day operation such as the personal division, jail division, property division and administrative section to manage massive bureaucratic tasks.
Chief Vollmer, known for being an innovative reformer, initiated much restructuring and reform during his one year with the LAPD. He completely reorganized the Department, improving working conditions, establishing new standards of professionalism, and laying the groundwork for what since has become today’s Scientific Investigation Division. He believed that scientific analysis of evidence had a place in police work, so Chief Vollmer ordered the formation of the first crime lab in the United States. Once we finally took over the COP, we ensured that there was a soldier pulling security at the entrance, along with another soldier pulling radio guard in a Bradley about 25 meters behind his position. After a span of about 2-3 weeks, D Co 1-12 Cav (Armor) also moved into COP Scorpion, and we effectively became attached to D Co for the rest of the deployment. With the numbers of the COPs occupants swelling, the mission tempo began to increase, but our security measures, by and large stayed the same, with one man on the gate.
Law enforcement, both full-time and part-time, along with the volunteer fire department members are the necessary personnel. Due to the physically challenging nature of moving through a warm zone scenario, in concert with law enforcement, while wearing tactical protection gear, complete with field medical supplies, not all fire personnel would be prudent choices for the tactical response team. This would likely be identified during any training, especially the functional exercise. The fitness level of law enforcement should also be a consideration despite the fact that their physical workload would be less.

The gradual dislike leads the police officers to always contemplate on ending the rising crime and in the end; they find themselves using excessive force, even in situations where force was not needed. The SWAT team is one response unit that is trained and psychologically prepared to deal with tough and resisting criminals. In addition, the response team is issued with specific orders to use excessive force when necessary; especially if they note that, the criminals are dangerous and may harm others.
These teams are used in barricade and hostage situations, suicide intervention, initiate the service of high risk warrants for all Department entities (LAPD). A SWAT team is necessary as it handles situations beyond the capabilities of normally equipped and trained department personal; it is all based on unusual circumstances.
