At their flat, both men sexually abused him while the other videoed the activity. Then, Daniel was taken to a layby by Hungerford in Berkshire and strangled to death with a rope. This report is based on Daniel Pelka. A four year old boy who was starved and beaten to death by his own mother and her partner. In this report I will be looking into Daniels short life and identifying what happened to him. I am going to be exploring not only what happened but how it was allowed to happen and in what ways this young boy was failed by systems that are put in place to protect vulnerable children. Smiley Preschool is a private preschool locate in Cotton Street with maximum of 30 children range from 1 to 4 years old. The school is well known for being one of the best preschool with many great records. Not until last August where parents start to discover small bruises on their child body and their scared actions when they are being touched. All children have the right to be protected from abuse. The children’s parents are informed because they are aware of the policies and procedures. All concerns and allegations should be taken seriously because this could lead to a referral to the child’s social care services, Local Authority Designated Officer (LADO) if the allegation is against a staff member.

In regards to the safety of children, a solution needs to be implemented immediately, not only because we are obliged to do so, but because it is the right thing to do. The compulsory and prolonged detention causes severe damage to children’s wellbeing and abuses international human rights treaties such as the Convention on the Rights of the Child.
