The jail population in Rockingham County and Harrisonburg City has increased to the point where action needs to be taken. While there has been an increase in crime rates over the years (CITATION), many of whom are responsible for the recent increase are’ revolving door’ offenders. Offender labeled as ‘revolving door’ have been incarcerated several times and represent more than one third (90%) of the current jail population. As a result, the Harrisonburg –Rockingham County community has realized that the problem must be dealt with, and in the most efficient and effective way. Ever since the first prison opened in the United States in 1790, incarceration has been the center of the nation's criminal justice system. Over this 200 year period many creative alternatives to incarceration have been tried, and many at a much lower cost than imprisonment. It wasn't until the late 1980's when our criminal justice systems across the country began experiencing a problem with overcrowding of facilities. This problem forced lawmakers to develop new options for sentencing criminal offenders. Unlike jail or prisons, which create an expensive cycle of violence and crime, these alternatives actually prevent violence and strengthen communities.
We can date the United States criminal justice policies all the way back to the 17th Century. Although it is nothing compared to what we have today, there have been improvements along the way. One of the major reform needed in our corrections system are the war on drugs and overcrowded prison. The history of corrections in the U.S. has been seen through four major eras known as the Penitentiary, Reformatory, Reintegration, and Retributive Era. Each era has tried to explore the best way to deal with people who have broken the law. Based on the ideas of each era, we’ll explore which reform needs to be implemented.
The data from the study demonstrated that therapeutic community theory substance abuse treatment in a correctional facility was, “Effective in reducing the recidivism and that the time spent in treatment was positively related to greater periods between re-arrest and to a greater probability of positive outcomes. (Wexler, and Williams, 1986, Wexler, Falkin, and Lipton, 1990)
In a fight to reduce overcrowding, improve public health and public safety, and reduce the costs of criminal justice and corrections, federal, state and local leaders are constantly looking for alternatives to incarceration. A number of strategies have been put in place to save public funds and improve public health by keeping low-risk, non-violent, possibly drug-involved offenders out of prison or jail while still holding them accountable and securing the safety of our comminutes. These programs have been put in place to help those who don’t necessarily need to be in jail, get their priorities straight while also holding them accountable for their actions. They have been put in place to help reduce incarceration rates, but also help those who may have mental health issues or substance abuse issues that have caused them to make bad decisions (Treatment Court Divisions).
In the past four decades, there has been a staggering increase in the United States prison population at the local and state level. Currently there are 2.2 million people in the nation’s prisons and jails that has added up to a 500% increase over 40 years (The sentencing project). The cause of this prison growth is a variety of laws and punitive sentencing policies that were initiated starting in the early 1970’s. Policies such as harsh drug penalties for non-violent crimes, Mandatory Minimum Maximum sentences and the Three Strikes law have all contributed to America’s current problem of mass incarceration.
The study of recidivism amongst women in prison is important because most research focuses on the male population. The reasons for the “revolving door” phenomenon are different for women; therefore, their treatment should be more gender focused and specific to their needs. Judging by the rates at which women recidivate, you could assume that somewhere along the way the system has failed them. What role does drug use, motherhood, mental health, physical, sexual, and mental abuse play in the recidivism of female inmates?
In the 1970s and 1980s, a massive amount of inmates began fillin up the United States prison systems. This huge rate of growth in this short amount of time, has greatly contributed to the prison overcrowding that the United States faces today. In fact, the prisons are still filled to the seams. This enormous flood of inmates has made it practically impossible for prison officials to keep up with their facilities and supervise their inmates. The United States faces excessive mass incarceration. We have the largest prison population in the world and the second highest incarceration rate per-capita (1 in 100 citizens is behind bars). While you are certainly familiar with these statistics, I would like to emphasize that using incarceration as the primary response to social problems, as is happening today in the United States, impacts the incarcerated, their families and neighborhoods, as well as costing Maryland taxpayers millions of dollars annually.
The United States prison population has expanded at an increasingly rapid rate over that past several decades. Each day, more and more criminal offenders are sent to prisons; most of which were designed to house fewer inmates but are now packed to their limits. This “mass- incarceration era” as many scholars and commentators of the Criminal Justice System call it, is a result of several key issues that have created an environment within the correctional system that forces many inmates to serve longer prison sentences while increasing recidivism rates. Current federal and state sentencing policies have resulted in historically high rates of offender recidivism and the highest incarceration rates in the world (Warren, 2007). As a result, prison population and overcrowding has rapidly increased and has become a serious issue across the country however, a reform in sentencing policies, more early-release incentives, and reintegration back into society through rehabilitation will help reduce recidivism and prevent the continuing rise of prison populations. Incarceration rates in the United States, and closer to home – in Ohio, have been rising at astonishing rates over the last 20 years. Rising incarceration rates stem from increased sentencing of non-violent crimes, little attention to rehabilitation within most prison walls, and extremely high recidivism rates. The problem of the increasing prison population touches many areas of our society – from reduced workforce to increased state funding for prisons to the adverse effects on children growing up in single-parent households – but has received little public or political attention. Looking at this issue from a social capital standpoint it is important to understand that “social capital keeps bad things from happening to good kids” and then applying this to communities with many families affected by having a member in the penal system (Putnam 296). The rate of recidivism is also increasingly high and an area that must be addressed to move forward in a productive way to ending this problem. When looking at data provided by Ohio’s Department of Rehabilitation and Correction, the current penal population is almost 50,000 individuals (49,789 as of 11/13/2012) (DRC). The average cost of keeping a non-violent offender in prison is approximately $26,000 per year (CEPR). Calculations based on these estimates show that incarceration is costing Ohio approximately $1.3 billion each year. Parole is a huge problem in america as of current. This is because the odds of the offender staying out of prison are very low. This happen because the offender does not respect the privilege of parole, to them it is just an excuse to get out of jail.
An ongoing and increasingly evident issue in the criminal justice system is how convicted individuals reenter society with little or no gradual process. These individuals often resort back to criminal activity in an act termed recidivism. According to the National institute of Justice(NIJ), recidivism “refers to a person’s relapse into criminal behavior, often after the person receives sanctions or undergoes intervention for a previous crime” (National Institute of Justice, 2012). When the term corrections is mentioned, the thought of incarceration is the first to come to mind. This is the case for as of the end of 2013, there were 1,574,700 people serving time in state and federal penitentiaries (Carson, 2014, p.1). This alarming number gives reason for the need of alternatives to incarceration. Avoiding imprisonment does not translate to a lenient punitive sentence for the alternatives can just as easily repair harms to the victims, provide benefits to the community, treat the drug addicted, and rehabilitate offenders (FAMM, 2013, p.1). The use of programs that offer an alternative to incarceration can reduce the amount of people in the prison system that is living on taxpayers’ dollars.
More and more United States prisons are becoming too crowded to support the overwhelming flow of incoming criminals. There is a job that lawmakers have to do if they want to control the ever growing prison populations in the U.S. The problems of overcrowding United States prisons includes but is not limited to, inmate and guard safety, financial strains on taxpayers, and economic productivity. The solutions to these problems include increasing alternatives to incarcerations, risk assessments, eliminating ineffective sentencing laws for minor offenses, and creating more rehabilitation and treatment programs for minor offenses.
Introduction: Recidivism or, habitual relapses into crime, has time and time again proven to be an issue among delinquents, which thereby increases the overall juvenile prison population. This issue has become more prevalent than what we realize. Unless a unit for measuring a juvenile’s risk of recidivism is enacted and used to determine a system to promote effective prevention, than the juvenile prison population will continue to increase. Our court system should not only focus on punishing the said juvenile but also enforce a program or policy that will allow for prevention of recidivism.
