Background and Summary
Now the government is pushing ahead with decentralization in order to strengthen the autonomy of local government and enhance regional competitiveness. One of main contents of decentralization is the reallocation of administrative affairs of the national and local governments among the State and local governments so that the functions of the State and local governments become harmonious.

In addition, the necessity of implementing the fire services at the central government level has been raised because fire services are directly connected with the safety of the people. It is the most basic obligation of the State assigned by the Constitution to strive for the protection of the life and body of people. In other words, fire services have the nature of national affairs rather than provincial governments’ affairs.
There are three options with regard to fire services system reorganization: switching to national fire services system, financial supporting for provincial governments’ fire services budget, and switching to local fire services system. The most desirable option is switching to national fire services system, considering the nature of fire services, efficiency, and ensuring the safety of people through the effective response to disasters. According to article 34 of the Constitution of the Republic of Korea, the State has a duty to protect citizens from disasters. Unpredictable disasters require proactive responses of central government due to difficulty in coping with disasters with provincial governments’ fire services force. As we have already experienced in the Sewol Ferry sinking, we need to establish strong and unitary command system to secure the safety of people from disasters. Thus I recommend switching to national fire services system.

Each of these can either help with preservation of life, collection of evidence and finding the cause of the fire as well as helping fix any damage made and try to prevent it. Each of the agencies that will be mentioned help out with these.

Many fire service personnel that have fifteen or twenty years of service have seem many things change over time. One radical change is the way fires consume structures today when compared structures years ago, these fires have be classified as modern and legacy fires. When responding to a modern construction fire versus a legacy fire, does it change how we fight these fires? Well the answer to that is simply yes! Modern construction physiognomies have greatly changed to accommodate the comfort of the homeowner, which is not firefighter friendly. In modern construction home the floor plans are larger in size to give more living space. As the living spaces grow the footprint of the residence increases as well. As the word modern leads to occupants thinking comfort, when truthfully causes disadvantageous consequences for the fire service with open geometrics, new construction materials, and also include an increased fire load. All these construction advantages only lead to faster propagation of the fire, as well decreases the amount of time for a flashover to occur. Modern construction has led to hasty changes in fire dynamics, which at the same time decreases the amount of time to escape to safety. Public policing and private security have several distinct differences in their essential policies. The essential policies for public policing are hierarchically organized; there are many official and formal levels of public agencies positions. Civil service examinations are the means of choosing only the most qualified personnel based on merit, the government gives the policies to public policing to execute. Again, the treatments of citizens using government services are to be fair and just and Public affairs focus is given to the management of public agencies and organizations. In addition, public service-oriented profit is not a motive they serve the public and publicly funded tax revenues fund these public administrations.
The department has evolved over time in terms of the service it renders to the public. The traditional fire department was merely concerned with extinguishing fire and fire-related response. Today, the fire department offers more than just fire accident response. This paradigm shift will progress into the future. The Houston Fire Department will shift to offer comprehensive emergency response services as opposed to fire incident management alone. Based on what I read, the answer to protecting firefighter is a combination of policy, procedure implementation, and training. These are important not only to prevent death, but also to prevent any types of injuries. The Jersey City Fire Department (JCFD) trains its members on the Incident Command System and there are procedures for the members to use it (New Jersey Division of Fire Safety, 1993, p. 5). Additionally, they are trained to use the Jersey City Incident Command System (JCICS), based on the National Fire Academy’s system. Better yet, the members of the JCFD use the JCICS on all incidents. The knowledge of fire behavior and the combustions that occurs within a fire has different variables that constitute a fire. Among the fire service we deal with day to day training to keep us on our toes in the event of a fire emergency. Firefighters train and educate themselves to know the ins and outs of any situation we may be encountered with. Fire behavior is knowing the chemistry of the fire and what affects it has on us while on the tactile side as well as life safety (Gann & Friedman, 2015). Many public buildings and industries are required to have an automatic sprinkler system or a fire detection system which is installed according to their county, city, or local codes. The NFPA recommends codes for all industries, but these codes are not enforced unless the state, county, city, business, fire department, district and Authority Having Jurisdiction (AHJ) have been follows them. The AHJ is responsible for enforcing the followed codes and making sure industries are in compliance. Across India, there are some fire stations that do not have automatic sprinkler systems or fire detection systems installed because they are not required by any code. Many fire stations have been destroyed by fire because of a lack of fire detection or suppression systems. It is critical that these buildings are protected from fires because they are responsible for protecting the public.
When a police incident occurs it is not necessarily the police who are first to respond. This could be a general member of the public or even another member of the emergency services which is not the Police. The purpose of this essay is to outline and explain the importance of a police response to an incident and how this response can be improved with the use of agencies such as JESIP and mnemonics such as METHANE.
