Reporting Sexual Abuse: Ashcroft & Gerel

In the United States today studies show that “1 in 4 women and 1 in 6 men are sexually abused before the age of 18” (Centers for Disease Control and Prevention, 2006). Therefore that would mean 42 million adults are survivors of child abuse right here in the United States. Among these children there are 73% of children who do not tell anyone for a year, and many who never tell anyone (The Children’s Assessment Center). If we do not intervene many would say 500,000 babies will be born and sexually abused by the age of 18. It is important is it to be educated in the signs and symptoms of adult and child sexual abuse and getting involved in our own communities to stop this vicious cycle. You may or may not be a social worker or therapist but everyone can help an adult or child just by caring enough to stop and recognize the clues (The Children’s Assessment Center).

During the 20th century, the estimated 50 million children were in out-of-home care in Australia. The Royal Commission into Institutional Responses to Child Sexual Abuse (The Royal Commission) was founded in by the Australian government in 2013 to investigate how institutions like out-of-home care and school responded to allegations of child sexual abuse. Whereas the research of the Royal Commission focused on child sexual abuse, they were also interested in how recordkeeping practices can promote transparency and accountability and released a consultation paper Records and recordkeeping practices (consultation paper) which was advocated by professionals of records.

According to the National Children’s Alliance, one in four girls and one in six boys under the age of eighteen are at risk of being sexually abused but only according to what is reported. In the State of Texas, a professional has forty-eight hours to report any cause to believe a child been abused as stated in Sec. 261.101. As a foster parent and principal, Angela Sugarek and Carol Jeffery had a major moral responsibility and legal duty to report what her three year old foster son was displaying: behaving strangely and an anal injury.

According to Missouri's Department of Health and Senior Services, there are three things that elder abuse can be classified as. It can be classified as abuse, neglect, or likelihood of serious physical harm. While all of these classifications sounds quite similar, there are some subtle differences. The Missouri Department of Health and Senior Services defines abuse as " the infliction of physical, sexual, or emotional injury or harm including financial exploitation by any person, firm, or corporation" ("Protective Services For Adults," n.d., para. 4). The most vulnerable individuals are found within the elderly and children population. Children can be impacted tremendously when experiencing situations that may affect their emotional, physical, and mental stage. Abuse can be seen in different forms such as sexual, emotional, physical abuse, and neglect. If any child is exposed to any of these abuse, it is the law to reach out to the proper authorities in order to protect the child’s life. Each state has its own mandated reporting laws and it is important to be able to recognized the protocol and what the law requires in each state.

The statistics of prevalence for child sex abuse varies because of all the unique cases of child sex abuse that is reported. Although, statistic show that one in three girls will be sexually abused at one point in the United States and boys are one in seven to be sexually abused (Anderson, 2014). Children are not susceptible to crime as shown in the statistics because predators like pedophiles have fetishes towards little boy or girls. One study found that 10% of children experienced or came close to experiencing a form of sexual violence which would include rape, sexual assault, or harassment (Anderson, 2014). The numbers shown in the statistics are higher because of the unreported cases. 30% of cases involving child sex abuse are reported to the local authorities and 73% to 87% of female adolescents who are abused sexually are not treated or identified by by the community (Anderson, 2014). Child sex abuse is also costly because it costs the United States an estimated $103 billion for the abuse and negligence (Anderson, 2014). On another note, 80% of children who have been sexually abused have symptoms of PTSD (Anderson, 2014).

Sexual abuse is any sexual act that is committed against someone’s will, also called sexual violence it covers a range of offenses, including a completed nonconsensual sex act, an attempted nonconsensual sex act, abusive sexual contact, and non-contact sexual abuse. Approximately one in six boys will have experienced some form of sexual abuse prior to reaching the age of 18, that number may even be higher given the understandable reluctance of children to report such crimes. An estimated 39 million survivors of childhood sexual abuse exist in America today (Darness2Light, 2009a ). This figure continues to grow daily as perpetrators of this crime continue in this destructive path. The definition of child sexual abuse is the force, coercion, or cajoling of children into sexual activities by a dominant adult or adolescent. Sexual abuse of children includes touching (physical) sexually including: fondling; penetration (vaginal or anal using fingers, foreign objects or offenders organs; oral sex, or non-physical contact including: sexual comments; indecent exposures; masturbating in a child’s presence; child prostitution or child pornography (Child Welfare, 2009a).

Reporting child abuse is a serious matter. It is okay to report neglect or abuse because they may feel that the child is in danger. As long as they report it to the right authority they are not violating the law. HIPPA allows this type of disclosure without parental or guardian permission. The guardian should be verbally notified unless it would place the child at risk. In some states they are required to report names of people with positive HIV test to public health authorities for infectious diseases surveillance. If I was ever in a situation where I had to report a serious a matter I would not go around telling everyone according to the HIPAA you must always report to the appropriate authority. As in most child sexual abuse cases there are investigation that require a trial. The center provides a video-taped recording of the victim’s statement for the court in order to eliminate the re-victimization of the children by the utilization of repetitive interviews. Training is provided for the both professional and volunteers to help through the process as well as volunteers offering services of supervision of the children while resources are being sought. The Human Services Organization I analyzed is New Beginnings. New Beginnings is an agency that provides sexual assault support services in Daviess, Hancock, Henderson, McLean, Ohio, Union, and Webster counties. The clients of this organization have all been affected by sexual assault or child sexual abuse. Issues within clients are best described as acute trauma responses or chronic trauma, such as sexual difficulties or loss of trust. In order to analyze this agency as efficiently as possible, I interviewed Terri Crowe, the Advocacy Coordinator, from New Beginnings. Research conducted in the United States of America clearly identifies an interaction between victim age and abuse characteristics (USDHHS, 2003). There exists a negative correlation between the onset and prevalence of physical neglect and victim age, for instance, indicative of a young child's dependency upon the caregiver for supervision and nurture (Mash & Wolfe, 2005). The incidence of physical and emotional abuse is also most prominent during developmental periods of independence, specifically the early, pre-school and adolescent transitional stages of development (ibid). Sexual abuse has prevailed most consistently, however, from an onset of age 3 throughout childhood, highlighting the vulnerability of children across the age-spectrum (ibid). Nevertheless, victim gender is emphasised as an influential variable within the incidence and nature of sexual abuse; for females have accounted for up to 80% of reported victims and are more likely to be abused by male family members in contrast to male victims, where the perpetrator of abuse is more likely to be a non-family male offender (USDHHS, 2003; Berliner & Elliott, 2002).

There are many forms of child abuse. Not only can children be physically abused, but they are also in danger of experiencing sexual abuse. In the more recent years, child sexual abuse has come to the attention of a larger part of society. As such, it is becoming more openly discussed. Child sexual abuse is a growing problem, and the stories that have begun to circulate around the world work to illustrate just how serious the problem is. Despite what society is lead to believe, the sexual abuse of a child is the least common out of all forms of child abuse. Out of the different types of child abuse, neglect is the most common, followed by physical abuse, and then sexual abuse comes at the bottom. Still, of all the cases of child abuse reported to and substantiated by authorities, approximately 15% of them concerned sexual abuse. ). It is possible that there are more cases of child sexual abuse, however, and they simply are not being reported. Due to the number of undisclosed cases of child abuse, researchers have conducted various prevalence studies over the years to determine the true number of sexual abuse of children. These studies have determined that around 20% of women and 5-10% of men in America in were sexually abused as children. A great deal of controversy surrounds the number of male victims of child sexual abuse, due to a lack of quality studies. The problem with prevalence studies is that they don 't all share the same definition of abuse, nor do they share
