HAARP is an organization that researches the behavior of the ionosphere, the uppermost part of the atmosphere. In Gakona, Alaska, there is a field of antennas connected to function as one immense antenna. Each individual antenna produces 10,000 watts of electricity. With a total of 360 antennas, that adds up to 3.6 million watts. When the antenna field is activated, the radio waves are broadcasted up or down. All of the antennas shoot very powerful waves into the ionosphere. During this, the waves heat the atmosphere, creating inconsistencies that allow the ionosphere to bounce the signals back to the surface of Earth. The organization can even control people's minds through hypnosis, in small quantities of people or entire regions of people. When aimed a certain way, the powerful waves can modify the weather or cause violent earthquakes.
HAARP has developed the ability to control the mind or "mood" of the population in entire regions. Certain extremely low frequencies of the antenna waves can cause a person to feel good or depressed and just affect overall behavior. HAARP deliberately changes our brain waves by regulating our state of sensibility with transmitters.

Global warming is one of the biggies topic issues in our society today, with that being said there are many misconceptions or misunderstandings of what global warming will to affect our worlds climates. There has been a lot of speculation as to whether people can control the weather or not. This is a well-known conspiracy and is widely thought to be true. Many experts believe this is true and back it up with factual evidence. Many accounts of weather manipulation conspiracies are very common in our society and are not far-fetched due to the technology that is present with cloud seeding as a harmful way to manipulate the weather which inserts artificial chemicals in the ionosphere to create rain, therefore this is negatively affecting our weather by intensifying storms and damaging our atmosphere, although governments would like to create rain for crops to grow and for more water supplies but this is a dangerous and harmful way to manipulate our environment.

In order to even begin to answer the question posed by the title of the paper we must first explore what a hurricane is and how it is formed. We must also examine what is meant by the term global warming. Firstly hurricanes are formed over warm ocean waters of at least 26.5ºC through depths of at least 45m where there is a high Coriolis Effect such as there is just north and south of the equator. (Moran, 2011) Hurricanes begin as smaller storms called tropical disturbances, if there is sufficient loss in surface air pressure coincided with a strengthening sustained wind the storm is then considered to be a tropical depression. As the storm continues to intensify and the wind speeds reach 63km/h it becomes a tropical storm and is
