Responsibility of Parties Involved In Establish Safety at Construction Site
Abstract
The research paper is conducted to give awareness to all parties involved in construction industry and to identify the common hazards at site. In construction industry, accidents are likely to occur due to human error, hazards of the surrounding environment, and failure to comply with safety instructions. Generally, safety aspects should be the main priority at constructions site to minimize the accidents. The data were collected using questionnaire that distribute to Selangor and Kuala Lumpur area only. So, further research need to be conducted at other states in order to get more details and precise data.

In addition, hazards issues are also cannot be neglected by construction players because it will also much contributed to the accidents. They should be properly identify and highlight the type of hazards so actions can be taken to minimize hazards at construction site.

To identify the key players responsible for the safety aspects on site. 3. To identify the common hazards that may cause accidents on site.

Literature Review
The construction industry is currently being recognized as a major economic force in Malaysia. It is also one of the most hazardous industries. Construction comprises of very small percentage of the overall workforce. Yet, the incidence rate for non-fatal injuries and illnesses exceeds that of many other industries. The Alberta Occupational Health and Safety (OH&S) Code and Alpine Construction Policies both indicate that the employer is responsible for the identification, assessment, elimination or control of hazards in the workplace. Hazard Identification, Assessment and Control is critical to the success and effectiveness of any OH&S program. This program specifies requirements for the elimination of OH&S hazards and for the control of risk associated with the remaining hazards that cannot be eliminated.
OSHA rules and regulations offer guidance and policy measures which companies can take up as part of their employee corporate policies. These rules and regulations provide expert assistance to companies as to how they can reduce the rates of accidents within their company by simply instituting managerial measures that impact factory workers or construction workers on site. These may be as simply as putting up signposts, providing necessary equipments and putting up regulatory operational procedures in line with OSHA rules that protect the lives of workers.
Dynamic Duo, Inc., opened its manufacturing plant several months ago. The company is owned and operated by two enterprising business students, Jack Richter and Drew Saline, from Poedunk University in Poedunk, U.S.A. The company has 75 employees, most of whom work on the floor of the plant and handle the heavy equipment needed to manufacture widgets. One supervisor is in charge. Dynamic Duo, Inc., is concerned about safety, but the owners know almost nothing about OSHA. As a consultant to implement compliance with OSHA, at the owners request they are in need of what they should do next. The citations concern scaffolding and ergonomics problems (Bernardin, 2007).
When employers hear the word OSHA they fear the worst. However, the purpose of OSHA is to provide a safe working environment for all personnel (Bernardin & Russell, 2013). The majority of the time companies that panic over OSHA is organizations that are lacking knowledge regarding rules and policies. The OSHA website has an abundant amount of resources available for both employees and employers to conduct research as well as training. After visiting the www.OSHA.gov website, the additional recommendations are given to the Dynamic Duo Inc. owners to ensure the company is establishing a safety culture among their employees.
Contractor Safety provided support during OSHA’s investigation of a contractor who fell from a scaffold inside the Unit 3 boiler at Comanche by ensuring the safety of the compliance officers while at the site and that proper protocols were followed. OSHA spent several days investigating the incident which included worker interviews, documenting incident scene, and air sampling.
Falls from elevated heights are the leading deaths in the construction industry. They constitute 40% of all fatalities in the construction industry. Statistics have shown that every year the number of fatalities from falls to lower level is increasing instead of decreasing, despite all of the equipment and training is out there for employers. It is a very serious issue, not just in the construction industry but in all of the work force. OSHA has strict work practice for employers to protect their employees from unsafe conditions. OSHA has a National Safety Stand Down every year that focuses on fall protection. They have been successful in the past and continue to progress to reach their goal of 5 million workers, which would be over half of the construction workforce.
The first takeaway from this video I learned was the emergence of the Right to Know policy in 1983, which developed OSHA’s creation. The Right to Know policy was introducing the concept that an individual has the right to know about chemicals, and more accurately, chemical hazards which the workers, in their facilities, were using. The second takeaway was OSHA’s biggest challenge being safety implementation. Statistically, every day at work, 12 people are killed; every year, 3 million are injured with much more that go undocumented. These injuries are completely preventable.
The employer also has to comply with all standards, rules, and regulations that are set forth by OSHA and the OSH Act. Employers are required to inspect the workplace to insure they are up to OSHA standards. Insure that employees are only using safe tools and equipment that are in their proper condition. It should be easy for the employees to be aware of potential hazards by the employer posting signs, using color codes, labels, or signs to convey warning. Employees must be trained in a language that they understand. Operating procedures must be in place and properly communicated to the employees to assure the employees follow safety and health standards. Employers that house or use hazardous chemicals will be required to have hazardous communication program and for that all the employees to be trained on exposure and precautions. Employers are to fund medical exams if required by OSHA standards. The OSHA poster must placed in a prominent location at the workplace. Records need to be kept of work-related injuries and illnesses. The log of these injuries and illnesses need to made available on February 1st for three months. Assure employees have access to medical and exposure records. Provide a workplace free of discrimination. OSHA citations must be posted at or near the work area where the infraction occurred.
