Public Administration Introduce Your Public Administrator The administrator that was interviewed was John Stulp. He is a Special Policy Advisor to the Governor of Colorado on Water. Prior to starting this position, Stulp was the Commissioner of Agriculture from 2006 to 2010. At the same time, he served on the Colorado Agriculture Development Authority and Value Added Board. From the mid 1980s until the early 2000's he held a number of positions. The most notable include: Commissioner for Prowers Country (Colorado), a member of the Wildlife Commission, the Connect Colorado Technology Committee and the Board of Agriculture. Stulp originally started out as a Veterinarian and Farmer in Prowers County, Colorado. He has a BA in Veterinary Science from Colorado State University and DVM from the same institution. Moreover, he is also a member of the Rocky Mountain Farmers Union. ("John Stulp's Biography," 2013) (J. Stulp, personal communication, July 19, 2013) These qualifications are showing how John Stulp is competent administrator with tremendous amounts of experience in the field of agriculture. These are the primary reasons why he was selected to work closely with the Governor of Colorado (John Hickenlooper) on the issue of water rights with him saying, "John Stulp's service to Colorado's ranchers, farmers and universities is remarkable. And a cornerstone of that service is his deep understanding of our water resources and the need to manage them carefully and effectively.
