RP stated that child attended until December 2016. RP stated that she left specific instructions for the licensee to not allow the child access to any electronic devices (cell phones, tablets, computers, etc) because RP would not be able to monitor her. RP stated that she discovered nude photos of the child which were taken during daycare hours using the licensee's tablet and posted the photos on social media. LPA Lasso-Hills asked RP how she found out about the photos and RP stated that she searched through "Instagram". LPA asked if the child has an Instagram account, and
RP stated law enforcement received a call from an anonymous caller stated an employee, Shemaiah Messengale grabbed the child Marley's arm which is fractured. Law enforcement contacted the child's mother to verify injuries. It was disclosed the child had suffered 4 fractures to her elbow and wrist. The RP stated law enforcement spoke with owner/licensee of the facility and the employee accused of causing the injury. They reported Marley sustained the injuries accidentally when she fell from slide. The RP stated the child was treated at Children's Hospital Los Angeles (CHLA) by Dr. Lindsey Andras who determined the injuries are consistent with a fall. CCIB LPA Perryman-French received a call from a parent who was trying out this day care. She brought her one year old child to the program and then snuck around the corner to watch how the child adjusted. (Her child hung on to the gate for a few minutes and then wandered into the classroom. Caller then watch a Ms. Veronica grab a toy (or something) out of a little boy's hand (under two years old) and say "Give me that." The reporting party is (RP) Ophelia Larose the grandmother of the foster child Aniyah Blake. The RP stated she and the biological mother had a visit with Aniyah on 6/19/15. The RP the foster father (Mark Cannon) did not bring food or diapers for the visit. The RP stated he felt threatened by the resident and called the police. According to the RP the police told the administrator/owner Beverly Juniel to give the RP an eviction notice. The reporting party (RP) stated she has been bullied for the past 4 months by both the group home youth and the staff members. According to the RP she has been called names, physically hit and punch by other group youth, and threatened with physical harm from staff members. On April 21, 2016, I was assigned this case to follow up. This investigation involves Mr. Andrew Ryan Scharnweber a fifteen year old City resident. I had previously interviewed Mr. Scharnweber for running away from home (16-119393) in March of 2016. He has only two incidents of running away from home and was interviewed using a ripp assessment form in the prior incident.
