The school is tightly coupled on paper but loosely coupled in practice. Management realizes from past experience that employees tend to hold back or dodge attempts to supervise them too closely. At the school many employees have specialized skills that the principal and heads of department doesn't understand well enough to supervise in detail so it is much more convenient for them to allow a structure to operate loosely in practice in order to keep the organization working.

It is a set of structures, norms, rules and routines that constrain and guide behavior. When one brings culture to the level of the organization and even down to groups within the organization, one can see clearly how culture is created, embedded, evolved, and ultimately manipulated, and, at the same time, how culture constrains, stabilizes, and provides structure and meaning to the group members. These dynamic processes of culture creation and management are the essence of leadership and make one realize that leadership and culture are two sides of the same coin. Good leaders create and manage culture. The unique talent of many leaders is their ability to understand and work with culture.
The evaluation of school culture guidelines as put forward by Jonathan Cohen, Richard Cardillo and Terry Pickeral can be used to evaluate the current school culture at my institution. It attempts to measure the four major aspects of school life which impact culture; namely safety, relationships, teaching and learning and the environment. This diverse group would meet regularly to address school climate issues. It will provide a forum in which all stakeholders can voice their concerns, and can work together to recommend and implement specific actions that promote safety and prevent activities such as harassment, bullying and cyber bullying in the school.
Discipline is at the core of every successful learning organization. The school community needs to review the discipline polices and practices and have clear standards of behavior that are known and supported by all stakeholders. These standards must have clear consequences for those who are stepping outside the boundaries of acceptability, and these consequences need to be consistently applied. Presently at the school, it appears that the principal is the only one who administers discipline. Therefore more persons on staff need to be empowered to take up disciplinary
