As a community public health nurse, I would first assess the environment for my safety and the safety of other citizens than I would assist in any way I can within my nursing scope of practice. I would try to solve problems under emergency condition by staying calm and keeping people around me calm, informed, helped, and educated about the situation as much as possible.
