According to Morgan, an organization that acts like a holographic brain will be able to “self-organize and regenerate itself on a continuous basis” (Morgan, 100). In order to keep its constituents and employees aware of crime that occurs at each college the LACCD must processes the frequency of crime, communicate the information to all stakeholders, and makes determine how much security it should encompass in every college. It must also publicize the information in the institutions homepage in order to follow federal regulations and avoid penalties.
In 1990 the federal government passed the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) in order to keep the public aware about the number of criminal incidents that occur at an educational institution. Because students that attend the LACCD have access to federal financial aid the District must describe annually how many criminal incidents occurred in or nearby the facility every year. The penalty for not complying can be levied by the United States Department of Education (USDE) and it can cost up to $35,000 per violation.

According to table 4, the number of crimes reported increased to 118 the following year. The LACCD defines crimes as theft, burglary, fondling, rape, etc. The college with the least number of crimes committed over the last three years was Los Angeles Southwest College (LASC) with 12 while the college with the greatest number of crimes reported was East Los Angeles College (ELAC). In order to disseminate the number of crimes the LACCD has experience in its college they must act like a brain by analyzing data, preparing it in a manner that the public can understand, and executing its publication in the institutions
