Introduction: “Smoking rates have halved in Australians over the past 30 years, falling below 16%. Except for in Indigenous populations, smoking rates have remained at more than twice this level, with even higher rates reported in remote communities” (RACGP, 2013) The inequality that has been faced by Indigenous people is still at an unacceptable level, and has “been identified as a human rights concern by the United Nations” (Dick, 2007). Smoking is a major issue because, “it is the most preventable contributor to the gap in life expectancy between Indigenous and non-Indigenous peoples” (Ivers, 2011). “Smoking contributes to 17% of the life expectancy gap” (Australian Government: Department for Health and Welfare, 2011). The socio-economic disadvantage faced by Indigenous people leads to the addiction of tobacco, which can be caused by many factors including; their position on the social gradient, education, social exclusion, their employment status and their social support. There is a lack of developed personal skills on the health risks of tobacco, “some Aboriginals don’t identify smoking as a health issue” (Korff, 2014), due to the history of Aboriginal people around smoking. As well as first hand smoke, passive smoking also contributes to poor health, especially for children. Smoking is the major cause for heart disease, stroke, some cancers, lung diseases and a variety of other conditions (HealthInfoNet.ecu.edu.au, 2013). “If we could reduce tobacco consumption levels

While cigarette smoking is the leading cause of preventable death in the United States, people still do it. The estimated amount of deaths every year is 438,000 because of the harmful effects of cigarette smoke. Tobacco smoke contains seven thousand chemical compounds. Smoking for as few as five years can have a permanent effect on many vital organs in the human body. Cigarette smoking is the cause of at least twenty-five diseases including, lung and other cancers, heart disease, stroke, chronic obstructive pulmonary disorder (COPD), acute respiratory illnesses, and adverse reproductive effects. The amount of American smokers is at an alarmingly high rate. Each time a smoker has a cigarette their life expectancy lowers. There are many different ways to quit smoking, but many of these methods are difficult to continue doing or are more expensive then continuing to smoke. This needs to change if the nation is going to see a time where less smokers are around. Smoking effects more than the smokers themselves, so to increase the health of the entire nation smoking must be stopped.
Why smoking should be banned in the workplace? (inside and out): There is a smoking related death every 28 minutes in Australia, (19,019 related smoking deaths in 1998 alone). Aside from being one of the number one causes of cancer, smoking is responsible for property damage and endangering surrounding wild-life and polluting the environment. Smoking in the workplace should be banned inside and out due to the harm it causes to the individual smoking and the harm that inflicts on others from second-hand smoke.
How has government intervention affected the Tobacco Market in Australia? The price of tobacco is planned to rise again this year with a planned increase of 12.5% on excise duty from 2017 until 2020. The expected increase has roused those who smoke as Australians already pay a substantial amount for the product compared with other countries and this has resulted in black market trade. The reason for the increase in excise duty is due to the negative externalities caused by the product to both the consumer and third parties. With regard to taxes and information campaigns the following analysis will determine the outcome these policies have had on the tobacco market.

The American Heart Association reports an even gloomier number, “Cigarette smoking is the most important preventable cause of premature death in the United States. It accounts for more than 440,000 of the more than 2.4 million annual deaths. Cigarette smokers have a higher risk of developing a number of chronic disorders. (AHA, 2005).
