The article “The field of Social Welfare Policy” by Gilbert and Terrell discussed the Field of Social Work Policy. Gilbert and Terrell describe the six-essential institutions activities that take place in the community; Kinship, Religion, Workplace, the market, Civil society, and Government. Kinship describes how family serve as an emotional, social, and economic support for individuals. Things such as values, skills, and behavior patterns are channel from one generation to another generation. Furthermore, families are crucial in the social welfare field. Some family members care for the elderly in their family, disable relatives, and grandparents caring for their grandchildren. Religion empathizes on the spiritual aspect of the human society. The religion aspect discusses the informal support, counseling, education that an individual receives from other members of the church. The practice of social work has evolved from three major movements, The Charity Organizations, Settlement Houses, and Child Saving Movements. “Charity organization societies were developed by philanthropists to regulate the use of charitable agencies by the poor” (pg. 52). This society was organized to assist the needy, but also to ensure that they only received help from one charity. There is a stigma that people should not be helped too much or they will become reliant on the assistance of the government. In order to conduct meaningful change and to be effective in influencing policy, there must be a well thought out plan in place. In the text The Policy-Based Profession: An Introduction to Social Welfare Policy Analysis for Social Workers by Popple and Leighninger (2015) they argue that “For an action strategy to be effective, it is imperative that the people taking the action have a firm grasp on the problem they are dealing with and on achievable goals. You must do your homework before taking action” (p. 262). It is crucial that we do our homework when it comes to influencing policy for medicaid expansion in Texas. This includes having a better idea on who our coalition partners are, these are individuals and groups who share a common goal and purpose. This also includes knowing some strategies to increase public awareness, and as well what potential barriers may lie ahead that could possibly influence our success.
Changes within the welfare system as a result of policy shifts and by new thinking, more generally in the Organisation for Economic Cooperation and Development (OECD), have had many methods, but the one that seemed most important, was that welfare recipients were required to do much more to justify their income support payments than before. The foundation of this new idea is that income support programs should allow individuals to maximise their participation in work. Due to the general shift in welfare administration, the number of activity test requirements an individual in Australia must meet in order to receive unemployment benefits, has expanded significantly since the early 1990s. This complex, overly bureaucratic process means that disadvantaged individuals cannot access the income support payments they require.
The topic of this paper is to shed light on the issue of welfare. The original purpose and intent for social welfare was to temporarily ease the plight of the poor at no cost to the middle and upper class. Overtime, it has become a burden America’s taxpayers have had to unrightfully carry. Welfare has been reformed in the past, but many still believe it is a failing program. What would happen if the government made changes to the welfare system? There are approximately 110,489,000 of Americans on welfare. Many people benefit from what the system has to offer: food stamps, housing, health insurance, day care, and unemployment. Taxpayers often argue that the individuals who benefit from the system, abuse the system; however, this is not entirely true. Many of the people who receive benefits really and truly need the help. Even though some people believe welfare should be reformed, welfare should not be reformed because 40% of single mothers are poor, some elderly people do not have a support system, and college students can not afford to take extra loans.
Several states have recently begun to enact legislation that requires welfare recipients to submit to drug tests before they are eligible to receive any public assistance. The purpose of mandatory drug testing is to prevent the potential abuse of taxpayer money, help individuals with drug problems, and ensure that public money is not subsidizing drug habits (Wincup, 2014). While these are noble intentions, current programs are not meeting these standards.

Social work tries to influence the overall quality of life to improve it as well as addressing inequalities and aiding those in need. Similarly, a social policy does the same in providing principles and course of actions to help social workers achieve in improving their clients’ lives. Social workers can provide evidence supporting inequality issues and the impact they have on the public. They also test out the social policies in practice to prove whether they are efficient and generate new provisions within policies to make it better effective in aiding clients. In today’s modern society, the United States faces many public policy issues, whether those issues include social welfare, immigration or even environmental issues. Congress receives numerous issues on public polices every day, but they cannot handle and solve every issues that comes across their daily agenda, nor can they satisfy every person in this country. Congress prioritizes on those issues that are more important and relevant to find a probable solution too. A growing issue we see that in today’s society are issues in the social welfare system. Social Welfare has so many issues within some of those issues include the food stamps, and even in the healthcare system. The matters in social welfare requires every individuals help to resolve, not just congress. The second major public policy issue we face in American today are within the Public Assistance Programs. Those programs include the SNAP, SSI, and even the TANF program.

Social Work believes in strength-based approaches and the person-in-environment perspective to cater the needs and welfare of individuals, families, groups, communities, and society at large.
