“Rainbows are the group of people which tend to be a burden on both our citizens and our business owners--- they live a drifter type lifestyle and typically don’t work,” Chief Ponce said. As a caution,it is advised that during business hours, workers keep a watchful eye for large groups of people entering the store. It is during those times when the group is known to heavily shoplift. According to Chief Ponce, they’re usually dressed in an unkempt fashion and travel in packs.
“It’s important for police departments to engage the community through outreach programs and to build relationships that last, [since] we as police [officers] can’t do this job alone,” Chief Ponce

The COP pilot program’s mission is to form an increased partnership with police and communities. Traditional policing alone is insufficient to deal with the many problems plaguing communities. Community residents as well can’t solely manage crime and disorder problems without police help.
One thing of significance that I learned about at the city council meeting was meeting procedure. When I first arrived a pre-meeting workshop about annexation was occurring. After the regular meeting began we started with the Pledge of Allegiance. Next roll call of the council members was taken. Dallas Center has five council members: Mike Kidd, David Bagby, Kurt Pion,. Following roll call was an action to approve the agenda, which was approved. Next up was public communications and concerns. I was surprised that each person only has two minutes to talk about all the issues they
This program would be developed in a manner that the community can come and address the issues in their community with law enforcement, as well as get to know the officers patrolling their neighborhoods. This could show the community and the officers that there are no differences that can’t be solved with communication. A similar program has been used by the nearby department in San Jose. The program goal “is to help our residents learn about issues and challenges, share their ideas, and help propose collaborative solutions that can lead to long-term relationships between police officers and our community that are more trusting and productive for everyone.” (Newsroom,

After I found out I was pregnant with my daughter, my doctor's office referred me to a counselor to let me know about all the resources available to me because I was a first time mother. When I arrived, I had to fill out the usual paperwork. Once I was inside her office, she was sitting behind the desk and I was sitting on a chair directly in front of her. She went over why I was send over to her, told me about what resources were available and also said that If i ever experienced any sort of depression or was having a difficult time with my pregnant, I can always go to her. I did not feel extremely comfortable speaking with her. I felt like she was quick to jump to an answer or solution before I was even done explaining situations to her.

I have never attended a community meeting or any meeting regarding my community therefore, attending this meeting for the first time was a great first experience. I was able to see how a meeting is ran and how the organization works in order to help make improvements in my community. When I went into the office the meeting was being held, I was offered an agenda and other informational forms regarding the meeting. The agenda provided information of how the organization of the meeting would be and who will be going over what topics. The meeting was a timed meeting where Richard Hernandez and Bill Houtt managed on recording to keep data. The issues that were discussed were citizen’s request for city improvements, a short review of the 2016 Consolidated Annual Performance and Evaluation Report (CAPER) Accomplishments, which is a grant that helps build homes for low income families and was reviewed by Rhonda Haynes a community developer. Lastly, the Sidewalk at Divisadero and Rinaldi, North Visalia citizen report were also discussed by Bill Houtt a member of the committee, and construction issues in N. Visalia discussed by Lt.
