Special Populations This group of learners are well educated, although the predominant ethnic group is Hispanic and several learners do not speak English as their first language, all are fluent in English. The main issues that needs to be addressed from an instructional perspective are the varying range technology skills, the levels comfort with using technology and the time investment needed to complete an e-portfolio. The learners who are less comfortable with, or who have fewer technology skills will generally need step-by-step guidance and constant feedback from the instructor. They also like collaborative activities where they can pick up knowledge from their peers and participate in guided practice. This builds their confidence and reduces anxiety levels. There will be a series of videos recorded with computer screen activity and voice directions (this can be done either during instruction or outside of class) and these instructional videos will be added to the school district training website together with the instructional resources provided in class. Learners who wish to self-teach may use these videos and resources, together with the rubric to develop their e-portfolio without needing to attend each class. Learners who are unable to attend class, who are challenged by time constraints or who simply wish to refresh the skills that they learned in class, will also have the ability to access these materials. This learningenvironment was brightly decorated with wa ll cverings and visual aids. This aided learners to matine focsu and process infrmation more easily. The use of technology was an essental tool in this envronment. iPads and Kindles are used to exercise basic math and reading skills. These students also attend general education classes with indivdual supprt from teacher assistants. These students worked on a wide variety of adaptive skills such as self-care, social skills, school, and jobs daily with multiple community based instruction activities throughout the week. An inteergra instruction strategy discussed between instructors was the importance of a daily routine and esuring expectations and instructions are precise and understood.

The reasoning behind the population is that researching the entire United States is a huge feat and one that is not necessarily needed. Having an exploratory study for just Midwestern states is a good starting point, but is also broad enough to be generalizable. For the sample of State Patrol K9 Units, this is probably one of the best ways to study broader K9 unit forces. Some states have specific regulations for what dogs can be on their force, so only one state being studied would be ineffective. Having only the state patrol lessens the bias and we are more able to compare it to other similar state structures. Having a larger sample size ensures accuracy and will allow us to have more states involved since some states have more units than others, so the states with less will have a better chance of being represented. Systematic Sampling is the best method since this population is fairly accessible and extremely publicized, non-probability sampling is not needed. Randomization will ensure that the dogs and departments are not chosen based on bias. Lists are easily obtained and police dogs tend to be showcased so information gathering should not be an issue.
