The main stakeholders involved in this controversy who are proponents of H.R. 1599 are Mike Pompeo and G.K Butterfield, these are the two congressmen who introduced the bill. Another stakeholder is, the United States Environmental Protection Agency, a U.S. federal government agency whose purpose is to help protect human health and the environment (EPA, 2015). Additionally, the American Association for the Advancement of Science is an international non-profit organization that seeks advancement in science, engineering and innovation around the globe to benefit the people (AAAS, 2015). Furthermore, The International Seed Federation is a non-profit whose goals are to enhance customer satisfaction through their research, enable the international movement of seeds, and to support the international seed industry (ISF, 2015). Some of the stakeholders who are opponents of H.R. 1599 are the Sierra Club, an environmental organization in the U.S. and are advocates for large-scale environmental preservation and engages in lobbying politicians to promote green policies (SC, 2015).
