Investigator Stockwell stated in September, 2015 an allegation of sexual abuse was reported by the victim. Investigator Stockwell stated reports of sexual abuse were made against the child’s step father. The reporting party (RP) stated she spoke with the foster child's maternal grandmother (name unknown) regarding an incident involving the foster father. According to the RP several months ago (exact date unknown) the foster father pulled the foster child up the stairs by her arms. The incident occurred when the foster child refused to go to her room therefore the foster father grabbed the child by her arms and dragged her up the stairs. It is unknown why. Last year Tricia had an open case with the CPS office in Indianola. Tricia went to court to keep her children in her custody. This occurred sometime last year. Tricia's Social Worker (unknown) gave her a couple of months to get her stuff together (lights, water, and the home). Tricia moved to Texas, after the hearing. Tricia's aunt (Betty) called in a report to the child abuse and neglect hotline on last week. Betty was concerned about the welfare of the children. The Social Worker (unknown) from Indianola spoke with the school counselor (Mrs. Garnder concerning the children. The Social Worker gave Tricia a certain about of time to gets the lights, and water on in the home. Tricia has not gotten the lights and water on in the home. On 2-12-18, Mrs. Garnder and Tricia brought Anthony to the reporter's home for her to keep. Due to Tricia's lights, and water is not off in the home. Anthony' pants were two sizes too big. Two people can fit in them. The reporter went to Tricia' home to get Anthony's school 's uniforms and belt. Tricia only handed the reporter a hand full of clothes. On 04/19/16, the reporter received information from an anonymous informant in regards to concerns for the children’s emotional well being. The reporter stated that the informant was present when they overheard the children tell their grandmother they witnessed their “TT" get killed at their house; the incident happened in June or July, 2015. The reporting party (RP) stated the biological mother of foster child John Wilson age 2, reported on 1/23/ she observed John to have red buttocks and penis. The mother asked if someone hurt him and the child replied "yes." On February 2nd, 2016 at approximately 10:00 AM, I, Investigator James Poffel was assigned a case regarding a rape report of a juvenile (Avianna Walker). that had occurred approximately 2-3 months prior. The Department of Human Services case worker Briana Hull was the reporting party. Briana called to file the police report after she learned this information through an investigation on a separate matter.

At this location, we were able to make contact with the victim’s mother, Jodie Williams, to begin our investigation. Jodie Williams advised this morning at 0630 hrs; she dropped her son Philip Barrett, Jr at her sister's house to be taken care of while she goes to work. Around 0739 hrs, her sister Wendy Williams, sent Jodie a text message asking why does Jr have bruises and scratches on his face. Jodie Williams advised at this time she responded, her oldest daughter Sophia hit him with a toy while they were playing, but asked for more photos. When Wendy sent her pictures of Barrett Jr, she immediately left work and pick up her son and took him to the hospital. Jodie Williams advised a doctor stated the bruises might have been caused by a hand or a dog.
The reporter stated on 04/26/16, Samantha and her sister came to her office and reported that her step father raped her at the age of 9 while her mother was out of town; Mr. Erby penetrated the child. The reporter stated Samantha also told her Mr. Erby touches her inappropriately; Mr. Erby touches the child on her buttocks, crotch, and breast area on top of her clothes. According to the reporter, Mr. Erby wrestles with the child as if he’s playing but he touches her in private areas. Ms. Watts stated Mr. Erby comes to the child’s room at night and touches her and he’s taken the locks off the doors.
