In 1978, The Pennsylvania Crime Commission (PCC) was created by the Legislature to investigate organized crime and public corruption in the Commonwealth. According to the PCC, the definition of organized crime is defined as follows:
The unlawful activity of an association trafficking in illegal goods or services, including but not limited to gambling, prostitution, loansharking, controlled substances, labor racketeering, or other unlawful activities or any continuing criminal conspiracy of other unlawful practice which has as its objective large economic gain through the fraudulent or coercive practices or improper governmental influence. The PCC is similar to commissions in many other states, but is has no prosecutorial powers. Its principal mission is to gather intelligence and refer cases to other law enforcement or regulatory agencies that have the power to either prosecute or take administrative action. The Knapp Commission, established in 1970 by New York City Mayer John V. Lindsey (Dempsey & Forst, 2016). The Commission was set up by a committee of five members, to investigate allegations of police corruption in New York City( Dempsey & Forst,2016). After becoming concerned with the corruption of other officers, two New York City Officers, Frank Serpico and David Durk supplied information to a New York City reporter, David Burnham (Knapp Commission, n.d.). Burnham wrote a series of articles that appeared in the New York Times. These reports prompted the establishment of the Knapp Commission.

There really is no way to stopping crime completely, no matter how many laws or punishment are present, people will continue to keep breaking rules. There are many theories of why that may be the case, for example, Caesar Lombroso and his “atavistic” theory with the Positivist School theory and how people were “born criminals”, or the Rational Choice Theory, devised by Cornish and Clarke, described that people could think rationally and how people will naturally avoid pain and seek pleasure referred to as “hedonism” (Cartwright, 2017, lecture 4). Centre County became the site of the new college when farmer James Irvin donated 200 acres of land and sold trustees 200 more. On May 1, 1862, the school changed its name to the Agricultural College Of Pennsylvania and on 1863 when the Morrill Land-Grant Act was passed Pennsylvania selected the school to be the states land grant college. Philadelphia, PA has had a serious gang problem for decades. The gangs that Philly is currently dealing with are children as young as 7 years of age that are being recruited to join gangs. Even though Philadelphia Police do not refer to them as gangs but rather as groups.
The mission of the agency is to “develop potential procedures to decrease the possibility of conviction of the innocent in North Carolina, thereby increasing conviction of the guilty.” In 2003 the proposal of the commission was implemented by the instruction and teaching committee of the North Carolina Criminal Justice Education and Training Standard Commission and was incorporated into State Basic Law Enforcement Training. These were eventually made into statutory law in 2008. The NCIAC takes thousands of claims and has taken multiple cases to court (Garrett 2013). Agencies like the NCIAC work to bring justice to those who were served injustice. The innocent who end up in prison can’t exonerate themselves on their own. They need help and commissions are their last chance to the freedom they deserve. Commissions have been a helpful asset to pardon the innocent but the largest cause for exonerations is based on DNA testing.
The Commission form allows for the elected commissioners to form a board of administrative individuals that oversee specific departments. They tend to favor their department the most instead of public interest. They also fall into the easily corrupt and don’t have specific areas of responsibility.

It is obvious that police officers are using their jobs as law enforcers to obtain illegal items and are shamefully betraying their police departments. The policemen who were involved in this drug smuggle were veterans. When people think of veterans, whether it be a veteran of war or a veteran of a police department, we think of someone who has devoted many years, served and been loyal to the service. People have admiration for veterans and recognize them for being committed to the service as well as being faithful to every year they have been involved in it. Now the four veteran police officers from Chicago will be spending time in prison instead of adding more years to the service of policing. Those years that the veteran police officers were dedicated to the policing is now history, they could have helped lower crime rates in Chicago, but instead they are facing prison time.

Furthermore, in my experience with the CLPS, I have experienced what professional power is for the DOJ through receiving various trainings, having to read the code of ethics, having to use certain templates and adapting my writing style according to the DOJ policies. Evetts (2006) explains that it is these trainings which professionalization occurs (p.139). Thus, the trainings and policies in place for CLPS employees is to maintain that all employees can perform the mandated tasks in an appropriate manner. Moreover, the expertise of the section usually lies on the lawyers, because CLPS is made-up of primarily lawyers than criminologists.
