Students in Tennessee are assessed using a variety of different instruments. Such assessments are part of the overall Tennessee Comprehensive Assessment Program, also referred to as TCAP. The TCAP testing is comprised of several different assessments for different grade levels. Assessments included in the TCAP are the Achievement Test for grades 3-8, End of Course High School Exams, and the soon to be implemented TNReady portion of the TCAP which will be introduced in the coming school year. The TCAP Achievement for grades 3-8 is a standardized test which focuses on the areas of reading, language arts, social studies, science, and math. This assessment is criterion-referenced and aligns with the Tennessee State Curriculum Content Standards. The determination process required before assessing a students with the TCAP-Alt PA is quite extensive and includes review of student assessment data, completion of various forms, and a determination by an IEP team (TN Department of Education). The TCAP-Alt PA documents a student's progress over time and is used to make a determination as to if the student is meeting necessary standards. For special education students who is unable to participate in End of Course assessment, and who have an active IEP, may choose to demonstrate mastery of core knowledge and skills rather than take the regular End of Course assessment (tn.gov). As with the TCAP-Alt PA, all attempts are made to provide students with accommodations which will allow them to complete the traditional assessment. Content validity is achieved when the content of the assessment matches the educational objectives. Criterion validity is demonstrated by the ability of the test to relate to external requirements. Construct validity takes into account the educational variables, such as the native language of the students, to predict the test outcomes. Reliable assessments have consistent results; Reliability refers to the consistency of a measure. A test is considered reliable if we get the same result repeatedly.
The Special Education team for learning disabilities will test the student. These students have shown signs of continuous problems with interventions in place. Psychologist, psychiatrist, and any other testing will be conducted with parental consent have evaluated the student. Parents will be mandated to attend all assessment evaluations and the team shall review the findings for referral back to tier two or upgrade student to tier four for special educational services based on educational or problematic behaviors.

The test is administered in the spring and the results provide students, teachers, and parents with an objective view of the student’s strengths and weaknesses. The listening and speaking scores are combined to obtain an overall scale score, as are the reading and writing scores. The overall performance is determined by the scores in each combined area. A conversion chart is provided in each grade band, to convert the raw score to a scale score. Then depending on where the scale scores land will give you the placement level that the student is at. High Stakes Testing has been overly integrated in the education systems. High-stakes testing are used to determine grade retention, school curriculum, and whether or not students will receive a high school diploma (Myers, 2015). Since the No Child Left Behind Act (NCLB) of 2001, high stakes testing has become the norm and mandating that students must pass a standardized test before moving up in grade. As a special education director, the focus is to ensure the student’s accommodations are being followed. Accommodations help increase students’ academic performance. “Both the Individuals with Disabilities Education Improvement Act (IDEA) of 2004 and No Child Left Behind (NCLB) call for students with disabilities to participate in the general education curriculum and in testing programs to the maximum extent possible for each student (Luke and Schwartz, 2010).” Throughout the years, high stakes testing is becoming more common than ever before. The reality is high stakes testing is one indicator in evaluating children with specific needs. This paper will discuss, the violation of the statutory language regarding assessment based on IDEA, the strategies and goals of a remediation, staff training, common Core and PARCC assessment, and funding for the remediation plan under IDEA.
The number of observations that TEAM teachers receive is dependent upon two main criteria; whether or they are an apprentice teacher or a professional teacher, and what their previous evaluation scores were determined to be. The goal for all teachers is to obtain a score of five in all categories. These categories are divided into three main areas: instruction, planning, and environment. These three main categories are then divided into subcategories. Instruction contains twelve subcategories, planning has three subcategories, and environment has four in which teacher are evaluated. Before evaluations begin teachers are provided with a rubric that specifically outlines the expectations for each category and how each score will be determined. Apprentice teachers who obtain scores between a one and a four must be observed a minimum of four times with half of these observations being unannounced. Apprentice teachers who score a five are only required to have one observation the following semester. Ranked 26th based on the land area and placed 17th in terms of population among the other 50 states. It is touched by Virginia and Kentucky in the north, Mississippi in the south, North Carolina in the east and Missouri in the west, where the famous Mississippi River can be located. The largest city is Memphis while its capital is the beautiful city of Nashville. The largest metro of the state is referred as the Nashville Metropolitan Area.

Alternately, another student’s area of concentration might be based solely on independent living skills at home or with caretakers, and less focused on academic goals. As the goals are implemented by the special education team the student’s achievements can be evaluated daily, weekly, or monthly and in independent and group settings until mastery of the IEP goal is achieved, and where the learning goals of the IEP are age and skill level appropriate and address the future needs of the student. Additionally, these experiences encourage opportunities to practice new knowledge and skills, where teacher-directed and student feedback is available, and where instructional practice and student expectations can be reflected on and adjusted if necessary (Johnson-Gerard, 2012).
The schools are low-performing, such as Madison Middle School, a Level-5 “Priority Status” school, added at the request of the school principal and the Nashville After Zone Alliance. The students receive tutoring in reading/language arts, mathematics, character education, and physical fitness/recreational activities from certified teachers and coaches. Backfield in Motion measures each student's academic performance by conducting a pre-test at the beginning of the school year. Post-tests are given at the end of each semester and summer school session. A reading specialist provides student assessments using the Woodcock-Johnson diagnostic test to measure reading achievement. Science, Technology, Engineering, Math (STEM) instructors teach and assess students using Tennessee State Math Standards. The students are provided small classroom and one-on-one instruction combined with online instructional practice lessons in our computer laboratory. In recent years the state of Tennessee has experienced many problems with their new standardized testing called TN Ready. The new TN Ready standardized testing is unbeneficial to students and teachers. In the best interest of students and teachers the state should abolish TN Ready, and replace with the ACT Aspire and the ACT.
Annual assessments serve as a crucial academic check-up to make sure all students are moving forward. TNReady is designed to assess true student understanding and problem-solving abilities, not just basic memorization skills. Parents and teachers have stated that these are the critical thinking abilities they want our children to have in order to be successful, lifelong learners. When selecting an assessment is crucial for the teacher to identify the student’s pre-existing skills, then take the knowledge gained from the assessment and apply it to their transition IEP. For example if Jane has an IQ of 70, taking the SAT would not be a plausible assessment to use to determine her aptitude. A more informal approach, like teacher observations might be the best course of action to take.
Many of today’s students hear the word test on a weekly basis. Students are taken State Standardized Test and MAP Test. State Standardized Test is given each spring to certain grade levels, and is required for schools to receive Federal funding.
