In the event of a bioterrorist strike public panic is likely to be at full force, substantial numbers of casualties, difficulties in identifying terrorist attackers, and troubles isolating the spread of infection are all easily predictable. Terrorists typically work in groups advocating the use of violence to cause massive destruction and casualties. They may use infectious agents or toxic chemicals engineered for the deliberate use as a weapon intent on creating massive public fear. They often strike well populated areas, such as transportation hubs, large festivals, and crowded governmental buildings without warning or regard for the safety and health of neutral parties. Any plan involving a potentially hazardous atmosphere such as those of biological agents used to spread infectious diseases should include proper assessment of hazard and responder’s exposure potential before treating and assisting victims. First emergency responders must first protect themselves from all potential hazards before treating victims of such bioterrorist attacks. Mitigation and planning for recovery and response to terrorist acts must include provisions for protecting emergency responders such as respiratory protection needs, entry conditions, exit routes, and decontamination strategies to ensure the safety of responders (FEMA, 2002). Simple protective guidelines can be followed to further reduce the risk of infection; all those caring for, working near, or in direct contact with infected patients should don appropriate PPE including properly fitting masks, self-contained breathing apparatus (SCBA) respirators, and protective coverings to efficiently protect themselves from exposure to secondary aerosol release from inhaling infected persons respiratory droplets, likely produced from their coughs or sneezes. Responder’s should receive training to help assist mental evaluations to aid recovery and prevent long-term suffering. They should provide information about normal and common reactions to disaster related stress and offer appropriate ways for survivors to cope with the psychological distress and how to handle those reactions in addition to basic first aid and cardio-pulmonary resuscitation (Jones, 2007). Following a terrorism event, the news media can provide a platform for responding to numerous audiences, relaying information to the public quickly. The media may help emergency planners by reinforcing public health and safety messages. It is important to maintain ongoing public education about recovery from disasters; responders should communicate with the media to provide information about safety measures that can be taken to reduce health risks. Responders can work with the media to distribute messages that are essential to the well-being and safety of the public equally (i.e. to all media outlets) by having press releases that respond to public concerns and use teleconferencing such as tele-briefings or webcasts so individuals in remote
