To guide our data and information collection, we used the 5 P’s Model and a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis. We also conducted interviews with three staff members of the DHIS to answer our questions and better understand the issues. The 5 P’s model is a strategic implementation framework used as a lens to evaluate an organization’s purpose, principles, processes, people, and performance (Pryor, 2007). Specifically, we used the 5 P’s analysis to help assess whether DHIS’s many resources and tools were being utilized by the organization on a path to long-term survival (Pryor, 2007).The information obtained from the 5 P’s model helped us bridge the knowing and the doing gap for DHIS. Next we performed a SWOT analysis to gain information on DHIS’s strengths, weaknesses, opportunities, and threats. Ensuring that our research had quality and accurate information, interviews were utilized to get the best information possible. Katie set up phone and e-mail interviews with key stakeholders within DHIS that allowed for personal insight into the DHIS. Also, database and internet research was utilized to obtain a comprehensive understanding and complete data collection. After we collected information and obtained insight we had to examine and interpret our findings. “The outcome of the research phase is not only consensus about the facts of the organization and its environment; it also gives focus to the next step, that of formulating the organization’s vision for itself” (Berman, 2006, p. 70). Organizational mandates and the type of stakeholders that need to be engaged are often identified prior to developing mission, vision and values. Once an understanding of mandates and stakeholders are clear, then the design phase can continue. The MDHHS strategic planning team and its designated stakeholders develop statements to describe what the department does and why it exists, decides upon principles and beliefs that will guide the continued work of the department, and a statement of the ideal future state based on the work the department intends to do (mission, vision, values, respectively). In addition, the information collected in the research phase is compiled and assessed and any additional data needs are identified and summarized. Organizational strengths and weaknesses and external opportunities and threats (SWOT) or challenges (SWOC) are identified in this phase (Berman, 2006, p. 71).
Regarding the frameworks for the studies, Lee et al., (2017) utilized a research design which was partially structured by preparing interview questions, however, it took on an emergent design when the service manager interviews led the researchers to explore the views of frontline staff. When data saturation occurred, they concluded the study without a defined number of participants (Lee et al., 2017).

This process results in deployment of action plans at all levels of the organization to enhance execution of organizational strategy (Hill). The EC ensures that strategy is fully integrated across the organization through use of cross-functional Strategic Breakthrough Initiatives (SBI) or large-scale facilitated teams (Hill). Integration is further ensured as department directors define department-level action plans that support organizational SBIs and strategic objectives and goals
