A few hundred years ago, the United States first Constitution, the Articles of Confederation, was created. This Constitution created a weak central government in order to give the people the rights that they deserve. This plan of government, however, proved to be too weak and it could not control the people or pay the debts that the country had acquired from the Revolutionary War.

One of the many problems of the Articles of Confederation was that it had no power to collect taxes(wikipedia.org). This made the new nation go in huge debt because it had no way of paying the army for their services in the Revolutionary War. To help decide how each state would be represented, New Jersey and Virginia created plans to help decide the states representation. The New Jersey plan stated that each state would have equal representation whereas the Virginia plan called for representation based upon the population of a state. This led to many disagreements for the small states wanted equal representation because they feared that the larger states would hold too much power if they proceeded with the Virginia plan. The larger states wanted the Virginia plan instead of the New Jersey plan because they thought it wasn't fair for a them, the larger state, to be weighed equally among the smaller ones. Further disagreements came up when the idea of slavery was mentioned. They tried to decide whether or not slaves should count for representation. The southern states wanted slavery to be counted because they had a larger slave population but they did not want them to be counted for taxation. The northern states concurred with the southern states and believed that if the slaves should be counted, they must also be legible to taxation. To help solve these problems, Connecticut created a compromise called the Great or Conneticut Compromise. Another compromise was also created to help solve the issue of slavery.
