History of how instrument developed The Collegiate Learning Assessment (CLA) was created by the Council for Aid to Education (CAE), which was founded in New York in 1952. From its inception until 1989, CAE focused largely on increasing, and tracking, private donations to higher education institutions. Beginning in the eighties and continuing to present day, higher education has been pressured by the public and governmental bodies to provide proof of student learning. Public trust has declined and employers are becoming increasingly distrustful toward academic credentialing as an indication of qualification for positions. Many employers have argued that new graduates do not possess the necessary skills to succeed in the workforce. There has been increasing concern about grade inflation, which has led many employers to administer assessments developed by independent agencies. It is in this climate of accountability that the CAE developed the CLA in 2000, which is designed to measure the skills needed to function in a 21st century work environment. Description of instrument or instruments The CLA is a standardized assessment that is to be administered after an individual graduates from a post-secondary institution. It is designed to measure functional skills as opposed to discipline-specific tasks.
