While all of this happens, GDP continues to drop. If nothing is done about this, our nation is sure to suffer worse consequences than we have already been forced to endure. The government, by the way of its taxing, ability to spend, and controlling money supply attempts to promote full employment, price stability, and economic growth. The government strives to gain these objectives by taxing and spending which is called the fiscal policy. There are tools of the fiscal policy and they are sorted into two broad categories. The first one is called automatic stabilizers which are revenue and spending programs in the federal budget that automatically adjust with the ups and downs of the economy to stabilize disposable income and consumption and real GDP. This paper is going to be based primarily around the actions the government should take to get our economy out of the recessionary gap and put it back into equilibrium. A recessionary gap occurs when the level of Real Gross Domestic Product is currently lower then it is at full-employment, which puts downward pressure on prices. This is when it comes time to decide on what actions we want to take, whether they are monetary or fiscal.

When there is a period of high unemployment, no policy, causes wages and cost to go down while aggregated supply will increase stabilizing the economy back at full employment (ACDCLeadership, 2014). The second policy that could be implemented is fiscal policy which focuses on government spending and taxation (ACDCLeadership, 2014). In the occurrence of a recession, to stimulate the economy government spending is increased, while taxes are cut (ACDCLeadership, 2014). Lowering taxes increases the consumer response causing aggregated demand to increase (ACDCLeadership, 2014). The third course of action is monetary policy which is the control of money supplied to cause a shift in aggregated demand (ACDCLeadership, 2014). The government plays a critical role in a market economy, for it establishes the strategies of providing key services, redistribution, regulation and subdivision. Concerning provision, the government plays the role of providing public goods and services such as national security, which is imperative for a stable economy. Within the American economy for example, the Lorenz curve provided information towards the existence of unequal distribution of income. By carrying out redistribution therefore, the government will be making distribution of income and other important resources less unequal (Gregory et al, 2004). Tana River is a multi-ethnic County that is gifted with abundant natural resource wealth, which includes, among others water sources, fertile land, beautiful beaches, forests and wild game. These resources have never been fully exploited in favour of the communities in the County. Since independence, the successive governments deliberately renounced to listen to the plight of the communities by yielding insignificant attention by not prioritizing Tana River District in their community empowerment and development agendas – the dark days of the single-party dictatorship. More so, the aspects of poor leadership from some of the previous government and political officials, who behaved in a servile manner, and the unwarranted internal ethnic acrimonies have endorsed the current contemptible state of the County. Consequently, the County is marred by poor infrastructure, dilapidated and non-existence (in some areas) of health facilities, impoverished communities, insecurity, virtually non-existence of clean water and sanitation facilities, low education standards among others. In five words, therefore, we can confidently state that, “These communities have been marginalized,” and if the status quo remains, procreation of marginalized offspring is inescapable. So, what promise has been enshrined in the promulgated constitution in relation to the predicaments prescribed above?
